AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE AVIATION IMPROVEMENTS CAPITAL PROJECTS FUND IN THE AMOUNT OF
$817,421 FROM NATURAL GAS WELL LEASES ON CITY-OWNED AIRPORT
PROPERTIES, FOR THE PURPOSE OF EXECUTING A LOCAL TRANSPORTATION
PROJECT ADVANCE FUNDING AGREEMENT WITH THE TEXAS DEPARTMENT OF
TRANSPORTATION FOR THE DESIGN AND CONSTRUCTION COSTS ASSOCIATED
WITH THE RELOCATION OF FM 156 TO ACCOMMODATE THE RUNWAY EXTENSION
PROJECT AT FORT WORTH ALLIANCE AIRPORT; PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2006-2007 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Aviation Improvements Capital Projects Fund in the amount of $817,421 from natural gas well leases on
City-owned airport properties, for the purpose of executing a Local Transportation Project Advance Funding
Agreement with the Texas Department of Transportation for the design and construction costs associated
with the relocation of FM 156 to accommodate the Runway Extension Project at Fort Worth Alliance Airport.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 17142 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
ADOPTED AND EFFECTIVE: February 6.2007
This ordinance shall take effect upon adoption.

Adopt Resolution Authorizing Execution of a Local Transportation Project Advance Funding
Agreement with the Texas Department of Transportation for the Design and Construction Costs
Associated with the Relocation of FM 156 to Accommodate the Runway Extension Project at Fort
Worth Alliance Airport and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached Resolution authorizing the City Manager to execute a Local Transportation Project
Advance Funding Agreement (LPAFA) with the Texas Department of Transportation (TxDOT) where in the
City's participation will be $10,743,495 for the design and construction costs associated with the relocation
of FM 156 in order to accommodate the runway extension project at Fort Worth Alliance Airport;
2. Authorize the use of existing revenue derived from natural gas well leases on City owned airport
properties to complete the funding needs for this project; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by
$817,421 in the Aviation Improvements Capital Projects Fund.
DISCUSSION:
Farm to Market Road 156 must be relocated to facilitate the Runway Extension Project at Fort Worth
Alliance Airport. TxDOT has requested that the City of Fort Worth execute a Local Transportation Project
Advance Funding Agreement (LPAFA) to ensure that resources are available to facilitate the
relocation. The scope of work and project limits for this LPAFA are described as the relocation of FM 156
from Main Street in the City of Haslet to 0.3 miles south of SH 114. TxDOT has requested that the city
execute the LPAFA as soon as possible to ensure that TxDOT staff can complete their internal
administrative processing requirements in sufficient time to meet the proposed construction schedule; the
project is expected to be let in May.
The City's participation will be $10,743,495. The funding sources are as follows:

The runway extension project is a multi-year, multi-phase project that began in January of 2001. This
project progresses according to funds made available by the FAA. The FAA allows some latitude with
projects such as the Alliance Airport Runway Extension where the project is being funded over several
fiscal years in various phases and grants. Even though there are multiple grants for this project, the FAA
still considers the Alliance Airport Runway Extension one project. This allows us to use the funds from
multiple grants as long as we use the oldest one first and then progress to the next one.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance, funds will be available in the current capital budget, as appropriated, of
the Aviation Improvements Capital Projects Fund.
