HomeMy WebLinkAboutOrdinance 19832-08-2011Ordinance No.19832 -08 -2011 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE ENVIRONMENTAL PROTECTION FUND IN THE AMOUNT OF $18,780.00, AND DECREASING THE UNAUDITED, UNRESERVED, UNDESIGNATED FUND BALANCE BY THE SAME AMOUNT, FOR THE PURPOSE OF REMOVING ASBESTOS CONTAINING MATERIAL AT MEADOWBROOK LIBRARY, R.D. EVANS COMMUNITY CENTER, AND FORMER POLICE PROPERTY ROOM; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2010 -2011 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Environmental Protection Fund in the amount of $18,780.00, and decreasing the unaudited, unreserved, undesignated fund balance by the same amount, for the purpose of removing asbestos containing material at Meadowbrook Library, R.D. Evans Community Center and Former Police Property Room. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 19355 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Evans Community Center, and the Former Police Property Room and Adopt Appropriation Ordinance (COUNCIL DISTRICTS 2, 3, and 5) RECOMMENDATION: It is recommended that the City Council: 1. Adopt the attached appropriation ordinance increasing appropriations in the Environmental Protection Operating Fund by $18,780.00 and decreasing the unaudited, unreserved, undesignated Environmental Protection Operating Fund balance by the same amount; 2. Authorize the transfer of funds from the Enviromental Protection Operating Fund to the Environmental Protection Project Fund; and 3. Authorize execution of contract with Intercon Environmental, Inc., for removal, transportation and disposal of asbestos containing materials at Meadowbrook Library, R.D. Evans Community Center and the former Police property room. DISCUSSION: The Transportation and Public Works Department - Architectural Services Division has identified Meadowbrook Library, R.D. Evans Community Center, and the former Police Property Room for interior renovation and /or remodeling. These activities will provide improved flexibility to the City in providing services at each project location. The three project locations have asbestos - containing vinyl floor tile materials that are required to be removed prior to interior renovation and /or remodeling. The Transportation and Public Works Department - Environmental Services Division is contracting for the removal of the asbestos - containing vinyl floor tile materials. The following firms submitted bids on March 16, 2011: • Cactus Systems, Inc. • Intercon Environmental, Inc. • HP Envirovision • Northstar Abatement The bids were evaluated based on a overall low cost to the City. Intercon Environmental, Inc., met all the regulatory requirements and submitted a low bid of $18,780.00. The Environmental Services Division will oversee this asbestos removal project for the Architectural Logname: 20INTERCON ACM 2011 Page 1 of 2 Services Division. Work on the asbestos removal project is expected to begin in September 2011. The project is physically located in COUNCIL DISTRICTS 2, 3, and 5 but will serve Fort Worth residents in ALL COUNCIL DISTRICTS. FISCAL INFORMATION / CERTIFICATION: The Financial Management Services Director certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current operating budget and the current capital budget, as appropriated, of the Environmental Protection Operating Fund and the Environmental Protection Project Fund.
