SUBJECT: MONTHLY DEVELOPMENT ACTIVITY REPORT
development activity within the City and the measures staff are using to improve the development
process. Staff also generates a monthly report to keep the Council informed of the volume of
changes and improving the delivery of plan review and permits. This monthly report consists of
metrics associated with building permits, infrastructure, stormwater development, and water
development plan review. It provides updates on continuous development process improvement
efforts. The Fort Worth Development Activity report is attached for your use and information.
The following are highlights for CY 2018 and the month December 2018:
2018 Calendar Year Highlights
Building Permits
A total of 14,296 new permits were issued in CY 2018 in the City of Fort Worth
compared to 13,466 new permits issued in CY 2017, up 6%.
A total of 2,609 new commercial permits were issued in CY 2018 in the City of Fort
Worth compared to 2,418 new commercial permits in CY 2017, up 8%.
A total of 11,687 new residential permits were issued in CY 2018 in the City of Fort
Worth compared to 10,561 new residential permits in CY 2017, up 11%.
A total of 421 new multi-family permits were issued in CY 2018 in the City of Fort Worth
compared to 487 new multi-family permits in CY 2017, down 14%.
In CY 2018, there was a total of 16.1M square feet in new commercial construction
permitted compared to 23.7M square feet in CY 2017, down 32%.
In CY 2018, there was a total of 16.5M square feet in new residential construction
(including additions) permitted compared to 14.8M square feet in CY 2017, up 11%.
Total commercial valuation for CY 2018 was $2.5B compared to $3B in CY 2017, down
17%.
The City of Fort Worth added $3.4B in total construction value in CY 2018 compared to
$4B in CY 2017, down 15%.
In CY 2018, there were 338 construction projects valued at $1M or greater compared to
391 construction projects in CY 2017, down 14%.

CY Annual Permit Activity Trend
Customer Service
The Overall Customer Service Satisfaction was 82% Very Positive or Somewhat
Positive in CY 2018 compared to 79% in CY 2017, which represents a cumulative of
surveys responses for the year. Strong months where customer satisfaction was 85%
or greater in CY 2018 were: February, April, September, November, and December.

For CY 2018, a total of 91% of our customers surveyed thought that our Inspections
team was extremely helpful or very helpful compared to 92% in CY 2017.

Planning and Development Department for CY 2018.

Infrastructure Plan Review
Infrastructure Plan Review Center (IPRC) reviewed 98% of the plans submitted within
the 14-day goal timeframe in CY 2018 compared to 95% in CY 2017, up 3%.
Community Facility Agreements (CFA)
A total of $185.4M of infrastructure improvements were generated in CY 2018
compared $239.2M in CY 2017, down 23%.
A total of 148 CFA projects were submitted in CY 2018 compared to 170 in CY 2017,
down 13%.
December 2018 Highlights
Building Permits
In December 2018, 454 new single family permits were issued compared to 581 new
single family permits issued in November 2018, down 22%.

The City issued 1580 new single family permits in the 4 quarter of the 2018 calendar
year compared to 1156 new single family permits issued in the 4th quarter of the 2017
calendar year, up 37%.
In December 2018, 37 new commercial permits were issued compared to 60 new
commercial permits in November 2018, down 38%.

The City issued 239 new commercial permits in the 4th quarter of the 2018 calendar
year compared to 201 new commercial permits issued in the 4th quarter of the 2017
calendar year, up 19%.
New commercial valuation (excluding remodels and additions) decreased to $66 million
in December 2018 from $128 million in November 2018, down 49%.
Total commercial valuation (including remodels and additions) decreased to $103
million in December 2018 from $156 million in November 2018, down 34%.

Infrastructure Plan Review
Infrastructure Plan Review Center (IPRC) reviewed 100% of the plans submitted within
the 14-day goal timeframe in December 2018.
Staff continues to monitor the control period of the Accela Automation shared database
implementation phase. The IPRC record has been updated and was migrated to
production on December 27, 2018. The IPRC data conversion is still being processed
by S\[Cube\], the consultant.
Community Facility Agreements (CFA)
The CFA policy committee members and City staff have completed their review and
recommendations of the final draft. The Law Department is working on codifying the
policy. Staff presented the final draft to DAC on December 13, 2018 and will present
the recommendations to the Infrastructure & Transportation Committee on February 12,
2019 and to City Council on February 19, 2019.
Development Process Improvements
Commercial Permitting Lean Review: The process improvement team, consisting of
both external development stakeholders and internal process teams has completed
analyzing the processes and prioritizing potential recommendations. Staff is working
on the recommendation report to present to the process improvement team and
executive management by February 1, 2019.
