Kayser, City Secretary With a quorum of the City Council Members present, Mayor Price called the Fort Worth City Council Work Session to order at 3:01 p.m. on Tuesday, December 11, 2018, in City Council Conference Room 290 of the Fort Worth City Hall,200 Texas Street,Fort Worth, Texas. 1. Report of the City Manager—David Cooke, City Manager a. Changes to the City Council Agenda City Manager Cooke noted changes to the Pension M&C and how it would be handled. More detail to come in the presentation later in the meeting. There is an annexation public hearing on the agenda. The companion M&C (L-16171) and Zoning Case (ZC-18-181)will be called at the same time. b. Upcoming and Recent Events There were none. c. Organizational Updates and Employee Recognition(s) Brian Dickerson, Human Resources Director, recognized Mark Barta and the Workers Compensation Team for their score of 99.73 (high performer) by the Texas Department of Insurance regarding the administration of Workers Compensation. Kevin Gunn, ITS Director, announced that the City of Fort Worth was the 2018 winner of the Business Transformation Award for Excellence for the City's automated forms and forms portal. CITY OF FORT WORTH, TEXAS CITY COUNCIL WORK SESSION DECEMBER 11, 2018 Page 2 of 3 Council Member Byrd recognized MedStar, Bob Jameson and the Convention Center Public Events staff for the successful EMS Conference that brought in 3600 attendees. Mayor Price recognized Ms. Yolanda Blackmon, Water Customer Service employee for her exceptional service, which was recognized by a citizen. d. Informal Reports 1. IR 10210: Amendment No 2. to Interlocal Agreement with Northwest Independent School District Related to Construction of Blue Mound Road West and Willow Springs Road 2. IR 10211: Proposed Sign District for Dickies Arena and Will Rogers Memorial Center 3. IR 10212: Update on Comprehensive Review of the Trinity River Vision Central City Flood Control Project 2. Current Agenda Items - City Council Members Council Member Bivens stated that M&C 28980 will be continued to January 15, 2019. Council Member Moon requested that M&C G-19435 be removed from the Consent Agenda for individual consideration. 3. Responses to Items Continued from a Previous Week a. M&C G-19423 - Adopt Ordinance Amending Chapter 2.5, Retirement, Article 1, Employees' Retirement Fund, of the City Code to Make Pension Modifications, to Increase Contributions for Participating Members of the Fort Worth Employees' Retirement Fund Contingent on a Successful Vote by the Participating Members to Increase Contributions, and to adopt Resolution calling a Special Election of the Participating Members of the Fort Worth Employees' Retirement Fund to vote to increase their contributions to the Fund (ALL COUNCIL DISTRICTS) (Continued from a Previous Meeting) 4. Briefing on Selection of 2019 Neighborhood Improvement Target Area - Aubrey Thagard, Neighborhood Services Department Mr. Aubrey Thagard, Neighborhood Services Department, gave updates on the two previous Target Areas — Stop Six and Ash Crescent. He then reviewed the criteria for the selection of the next target area. The next target area will the Northside. The Resolution supporting selection of Northside Area will be on the Council's January 15, 2019, Council agenda for action. Briefing on Performance and Budget Department - Lynda Johnson, Performance = and Budget Department Ms. Lynda Johnson, Performance and Budget Department, provided a briefing on the Department's service areas and how they align with the City's Strategic Priorities. 6. Presentation on Library Department Strategic Plan - Manya Shorr, Library Department Ms. Manya Shorr, Library Department, provided a briefing on the Library's Strategic Plan. She revealed the Mission, Vision, Values, and Strategic Focus Areas for the Library. She then walked through how they were going to impact the Strategic Focus Areas. 7. Pension Update - David Cooke, City Manager City Manager David Cooke, City Manager's Office, provided an update on the most current pension proposal that will be presented to the Council for action on the Council's agenda at the 7:00pm Council meeting. The latest proposal has increased City contributions (4.5% of the solution); changes to benefits/eligibility(2.9% of the solution); increased employee contributions (2.9% of the solution and subject to employee vote); risk sharing and a variable COLA. Education will take place in January 2019; election in February 2019. 8. City Council Requests for Future Agenda Items and/or Reports There were no requests for future agenda items. 9. Executive Session (CITY COUNCIL CONFERENCE ROOM, CITY HALL, ROOM 290) Mayor Price adjourned the City Council Work Session at 5:20 p. in.
