Amendment No. 01 to the Agreement
Part I-Identification of the Project
TO: The City of Fort Worth, Texas
FROM: The State of Texas, acting through the Texas Department of Transportation
The City of Fort Worth, Texas, hereinafter referred to as the "Sponsor," and the Texas
Department of Transportation, hereinafter referred to as the "State," have entered into an Airport
Project Participation Agreement TxDOT CSJ Number 1802MCHAM, executed by the Sponsor
on September 27, 2018, and by the State on September 27, 2018, for the development of the Fort
Worth Meacham International Airport, hereinafter referred to as the "Airport".
The project is described as construction services to: construction new midfield
redevelopment taxiways at the Fort Worth Meacham International Airport.
It is in the mutual interest of the Sponsor and the State to increase the agreement by
$415,010 for additional costs associated with construction.
Part II - Offer of Financial Assistance, estimates total project costs to be $8,611,290; and
financial assistance is currently limited to $7,750,161 in federal funds and $861,129 in local
sponsor funds.
The following amendment to the Airport Project Participation Agreement shall become
effective upon execution of this Amendment by the Sponsor and the State.
The Airport Project Participation Agreement is amended as follows:
1. On Part II, Item No. 2 of the Agreement, change Amount A, estimated total construction
costs, and any further references in the Agreement to Amount A,to $9,026,300.

2. On Part II, Item No. 2 of the Agreement, change Amount B, estimated construction costs
eligible for federal financial assistance, and any further references in the Agreement to Amount
B,to $9,026,300.
3. On Part II, Item 3 of the Agreement, change Amount C, the maximum obligation of the
United States payable under this offer, and any further references in the Agreement to Amount
C,to $8,123,670.
4. On Part II, Item 4 of the Agreement, change Amount D, Sponsor's share of the estimated
construction costs, and any further references in the Agreement to Amount D,to $902,630.
All other terms and conditions of the agreement are unchanged and remain in full force
and effect.
This Amendment to the Airport Project Participation Agreement between the City of Fort
Worth, Texas, and the Texas Department of Transportation is mutually agreed to and accepted.

HEARING:
SUBJECT: Authorize Application for and Acceptance of, if Awarded, a Grant from the Texas
Department of Transportation in an Amount Up to $373,509.00 for Additional Scope to the
Construction of the Midfield Redevelopment Project at Fort Worth Meacham International
Airport, Authorize Use of Mineral Lease Revenue and Transfer of Funds for the City's Grant
Match in an Amount Up to $41,501.00, Adopt Appropriation Ordinances, and Adopt
Resolution Providing for Same (COUNCIL DISTRICT 2)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the application for and acceptance of, if awarded, grants from the Texas Department of
Transportation, Aviation Division, in an amount up to $373,509.00 for additional scope to the
construction of the Midfield Redevelopment Project at Fort Worth Meacham International Airport;
2. Authorize the use of revenue derived from mineral leases on City-owned airports and a transfer of
funds from the Aviation Gas Lease Capital Project Fund to the Muni Airport Grants Federal Fund in
an amount up to $41,501.00 for the City's 10 percent grants match;
3. Adopt the attached appropriation ordinances increasing estimated receipts and appropriations in
the Aviation Gas Lease Capital Project Fund in the amount up to $41,501.00 and in the Muni Airport
Grants Federal Fund in an amount up to $415,010.00, subject to receipt of grants; and
4. Adopt the attached resolution, as required by the Texas Department of Transportation, providing
that an amount up to $41,501.00 in available gas well revenue funds will be available as match for
additional costs to the construction of the Midfield Redevelopment Project at Fort Worth Meacham
International Airport and authorizing the City Manager or his designee to execute all necessary
contracts associated with this project with the Texas Department of Transportation.
DISCUSSION:
On February 17, 2015, (M&C G-18420) the City Council adopted Resolution No. 4411-02-2015
supporting the closure and redevelopment of Runway 9/27 at Fort Worth Meacham International
Airport (Airport).
On May 1, 2018, (M&C C-28674) the City Council adopted Resolution No. 4932-05-2018 supporting
the design and construction of the Midfield Redevelopment Project (Project). The Project will remove
the closed Runway 9/27 and its associated taxiways, so as to redevelop the area in accordance with
the Airport's Master Plan and Airport Layout Plan.
Preliminary design plans did not include a perimeter road in the Project's original scope of work. Over
the course of the Project's Design Phase, a new taxiway layout was developed that would maximize
usable space for hangar development. It was recognized that a perimeter road would improve the
safety of this new development and was incorporated into the Project's design package. The addition
of a perimeter road would reduce vehicle traffic accessing the airport's taxiway system which is
positively controlled by Air Traffic Control. Though the remainder of the Project came in below original
estimates, the section of added perimeter road increased the City's Sponsor Share by $41,501.00.
Indirect costs are not eligible for reimbursement.

Fort Worth Meacham International Airport is located in COUNCIL DISTRICT 2.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations, receipt of grant
award and adoption of the attached appropriation ordinance, funds will be available in the current
budget, as appropriated, of the Aviation Gas Lease Capital Project Fund and the Muni Airport Grants
Federal Fund. This is a reimbursement grant.
