WHEREAS, the City of Fort Worth (City) and Boydston Designs,
Inc., (Engineer) made and entered into City Secretary Contract No.
35817, (the Contract) which was authorized by the City Council by
M&C C-22320 on the 21st day of August 2007; and
WHEREAS, the Contract involves engineering services for the
following project:
Storm Water Utility Project - South Crestwood Drainage
Improvements, Project No. 00545: DOE No. 5553
WHEREAS, it has become necessary to execute Amendment No. 1
to said Contract to include an increased scope of work and revised
maximum fee;
NOW THEREFORE, City and Engineer, acting herein by and
through their duly authorized representatives, enter into the
following agreement which amends the Contract:
1.
Article I, of the Contract is amended to include the
additional engineering services specified in a proposal letter
dated December 19, 2008, copies of which are both attached hereto
and incorporated herein. The cost to City for the additional
services to be performed by Engineer total $42,440.00.
2.
Article II, of the Contract is amended to provide for an
increase in the maximum fee to be paid to Engineer for all work
and services performed under the Contract, as amended, so that the
total fee paid by the City for all work and services shall not
exceed the sum of $83,990.00.

Dear Mr. Gwen:
As requested, this amendment revises the previously approved Storm Water Utility Projects, City
Secretary Contract No. 35847 contract documents. This amendment includes the provision of
additional topographic surveying, TV inspection, and engineering analysis of existing underground
storm drain. This work is to be included with and will augment the storm water analyses and
preliminary designs as listed in the original contract The specific scope of work to be added is as
follows:
• Survey of existing storm drain inlets in Monticello, Rivercrest, Lone Oak Drive, and Westview
that drain north to the culvert immediately west of the intersection of White Settlement Road and
Rockwood Park Drive. The approximate location of this culvert is shown in Attachment "E-I".
The survey will include a traverse, level loop, and ties with key property corners in the area for
orientation. A CAD file of the survey wilt be included.
TV Inspection of Storm Drain Lines in the area of the Crestwood Drainage Study, up to a
maximum of 8000 LF of TV -inspection, including a report of the findings from the TV
inspection. Video data obtained from the TV inspection will be provided on DVD disks in a
digital format.
Analysis, Preliminary Design, and Cost Estimates for Storm Drain South of White Settlement
Road that drains into the culvert identified in Attachment `'E-I". Results will be included in
Preliminary and Final reports for the Crestwood Drainage Study for which we currently have a
contract.
The fee schedule for these services is as follows:

Authorize Amendment No. 1 in the Amount of $42,440.00 to City Secretary Contract No. 35817, an
Engineering Agreement with Boydston Designs, Inc., for the South Crestwood Drainage Improvements
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute Amendment No. 1 in the
amount of $42,440.00 to City Secretary Contract No. 35817, an Engineering Agreement with Boydston
Designs, Inc., thereby revising the total contract amount to $83,990.00.
DISCUSSION:
The Storm Water Management Program was established to reduce flooding in Fort Worth, preserve
streams, minimize water pollution and to operate the storm water system in a more effective manner to
fully comply with state and federal regulatory requirements. This will be accomplished by infrastructure
reconstruction and system maintenance, master planning, enhanced development review and increased
public education and outreach.
On August 21, 2007, the City Council authorized the City Manager to execute an Engineering Agreement
with Boydston Designs, Inc., City Secretary Contract No. 35817, in the amount of $41,550.00 for the
South Crestwood Drainage Improvement Study.
During review of the concept study report, staff identified an area in the immediate vicinity that is
contributing to the flooding problem and needs to be added to the project. Amendment No. 1 will provide
topographical survey of the identified area, conceptual design services to identify the scope for future
design work, TV inspection of the existing storm drain in the original study area, as well as in the
expanded study area.
Boydston Designs, Inc., proposes to perform the additional services for a lump sum fee of $42,440.00.
City staff considers the fee to be fair and reasonable for the scope of services proposed.
In addition to the contract amount, $4,244.00 is required for project management by the Transportation
and Public Works Department.
Boydston Designs, Inc., is in compliance with the City's MWBE Ordinance by committing to 25
percent MWBE participation on this Amendment No. 1.
This project is located in COUNCIL DISTRICT 7, Mapsco 61V and 61Z.
FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies that funds are available in the current capital
