HomeMy WebLinkAboutOrdinance 19907-09-2011Ordinance No. 19907-09-2011 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $5,000.00, SUBJECT TO RECEIPT OF GRANT FUNDS FOR THE 2011 -2012 TAKE ME FISHINGTM PROGRAM, FROM THE RECREATIONAL BOATING AND FISHING FOUNDATION'S YOUTH BOATING AND FISHING INITIATIVE AND THE NATIONAL RECREATION AND PARK ASSOCIATION TO PROVIDE RECREATIONAL BOATING AND FISHING EXPERIENCES TO YOUTH IN FORT WORTH; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2010 -2011 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $5,000.00, subject to receipt of grant funds for the 2011 -2012 Take Me FishingTM program, from the Recreational Boating and Fishing Foundation's Youth Boating and Fishing Initiative and the National Recreation and Park Association (NRPA) to provide recreational boating and fishing experiences to youth in Fort Worth. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 19355 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the City Manager to accept grant funds totaling $5,000.00 for the 2011 -2012 Take Me FishingTM Program, from the Recreational Boating and Fishing Foundation's Youth Boating and Fishing Initiative, and the National Recreation and Park Association to provide recreational boating and fishing experiences to youth in Fort Worth; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $5,000.00 upon receipt of the grant. DISCUSSION: The Take Me Fishing TM Program initiative supports local park and recreation agencies and youth service organizations who serve to reconnect kids with nature and engage kids ages 6 -15 in recreational boating and fishing. Through continued funding from the Recreational Boating and Fishing Foundation (RBFF), the National Recreation and Park Association (NRPA) is able to provide local park and recreation agencies with access to grant funding, resources, best practices, research and knowledge emphasizing the long -term health and wellness benefits achieved through boating and fishing. In July 2011, Parks and Community Services Department (PACS) staff was notified that PACS is a grant recipient. PACS served as an "Anchor Agency" in 2007 to train other park and recreation agencies /organizations in fishing, boating, and aquatic stewardship best practices. PACS continued to receive this grant each year through 2010. The grant will provide funding to support angler and water conservation education during the 2012 Summer Day Camp Program. An eight -week education program will be followed by an essay contest whereby winners will visit local fishing hatcheries and surrounding lakes. Funding will also provide angler education at family fishing events, youth fishing tournaments, and large events such as HIKIDS Back in School Celebration and Greenbriar Great Outdoors. Funding will also allow the purchase of equipment to outfit the education trailer, which was purchased in 2009. Efforts will serve to build and sustain programs and opportunities to engage young people and their families in recreational fishing and boating. These efforts will augment public awareness and appreciation for the need of protecting, conserving, and restoring the nation's aquatic resources. There are no matching requirements for the grant. Greenbriar Lake and Community Center is located in COUNCIL DISTRICT 9. The 2011 Take Me FishingTm Grant will serve the entire City.
