SUBJECT: PROPOSED ZONING ORDINANCE TEXT AMENDMENT FOR
BERRY/UNIVERSITY FORM BASED DISTRICT
The City Council established the Berry/University Form Based District in 2017 to guide new
investment in the Berry/University Urban Village while respecting the character of surrounding
single-family neighborhoods. Staff has identified changes to promote desired development and

district. Staff also recommends minor changes for streetscapes and alleys for the entire district.
Revise development standards for the BU-RA Residential Attached district:
o Limit number of bedrooms to no more than 3 per unit
o Increase maximum units per building based on lot size (1 unit per 750 square feet)
o For multifamily buildings, require 1 ground floor unit with at least 800 square feet of
habitable space per 50 feet of lot frontage
o Limit building street frontage length to 100 feet to prevent large multifamily buildings
o Increase off-street parking requirements to 1 space per bedroom
o Limit parking in front of the building line
o Require screening of parking along side yard lot lines
Incorporate the following regulations from other form-based districts:
o Street tree planting require tree spacing according to tree size at maturity
o Canopy coverage of parking lots require 40% to match citywide standard
o Amenity and open space replace with enhanced streetscape requirements
o Alleys and access remove requirements and defer to TPW standards
Staff has briefed the Urban Design Commission on the proposed changes. The anticipated public
hearing schedule for the proposed amendment would be:
Urban Design Commission February 21, 2019
Zoning Commission March 6, 2019
City Council April 2, 2019
