WHEREAS, the City of Fort Worth (CITY) and Transystems Corporation Consultants, (ENGINEER) made and entered into City Secretary Contract No. 35341, (the CONTRACT) which was authorized by the City Council by M&C C- 22140 on the 29th day of May, 2007 in the amount of $767, 476. 00; WHEREAS, the CONTRACT was subsequently revised by: Amendment Number 1 which was administratively authorized by the City on the 1st day of October, 2007 in the amount of $0 . 00, Amendment Number 2 which was authorized by the City Council on the 6th day of October, 2009 (M&C 0- 23834) in the amount of $178, 000.00, Amendment Number 3 which was administratively authorized by the City on the 20th day of February, 2012 in the amount of $25, 948 . 85, and Amendment Number 4 which was administratively authorized by the City on the 6th day of March, 2014 in the amount of $45, 000. 00; WHEREAS, the Contract involves engineering services for the following project: Hemphill Street Connection from Vickery Boulevard to Lancaster Avenue, Project Number 00141; WHEREAS, it has become necessary to execute Amendment No. 4 to said Contract to include an increased scope of work and revised maximum fee; NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the Contract: 1 . Article I of the Contract is amended to include the additional engineering services specified in the proposal letter dated July 29, 2014, copies of which are attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer total $186, 053 . 40 . 2 . M M Article II of the Contract is amended to provide for an increase in '< the maximum fee to be paid to Engineer for all work and services M performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall not exceed the sum of o $1, 202, 478 .25. TranSystems will coordinate the current design with the McCarthy(CMAR)and break the design into two bid packages(GMP1 and GMP2). Bid packages will include revisions to cover sheet, index and plan notes and design where applicable. 2. TranSystems will separate quantities and prepare the specifications for each bid package {GMPI and GMP2}and provide McCarthy the document for incorporation into their standard bid specification. 3. The hourly fee associated with Amendment 4 was utilized to complete the following tasks; a. Value Engineering analysis with the Contractor b. Meetings with Contractor to develop schedule c. Attending stakeholder meetings d. Creation of exhibits and alternatives for stakeholder meetings e. Modifications associated with GMP1 plan and specification package Design Modifications to Railroad and Bridge Lum❑ Sum $84.706 1. Track Design -TranSystems will revise the currently designed track, construction sequencing plan and cross sections for reducing the track spacing to 13'centers as approved by UPRR, reducing the overall foot print of construction on UPRR right of way. 2. Bridqe Design-The scope of Bridge design is based on the following; a. TranSystems will make revisions to the design of the bridge based on horizontal and vertical track geometrics changes associated with the reduction in the track centerline spacing. b. TranSystems will review and revise the bridge construction phasing based on horizontal and vertical track geometrics changes associated with the reduction in the track centerline spacing. c. The re-design of this bridge will be in accordance to AREMA and Union Pacific Railroad design guidelines. 3. Temporary Shoo-Fly Retaining Wall Design—TranSystems will add the design of a temporary retaining wall for the railroad shoo-fly track based on horizontal and vertical track geometrics changes associated with the reduction in the track centerline spacing. Design Modifications to Roadway Lump Sum $7,742 1. Green Retaining Wall Design—TranSystems will add the design of a green retaining wall on- the nthe northeast quadrant of Hemphill Lamar Connector. 2. Drill Shaft Retaining Wall Design—TranSystems will add the design of a drill shaft retaining wall on the northeast quadrant of Hemphill Lamar Connector. Design Modifications to Landscape and Irrigation Lump Sum $6,000 1. Landscape Design—The scope of the landscape design will be to revise the landscaping plan for the addition of the green wall on the northeast quadrant of Hemphill Lamar Connector. Irrigation Desiqn—The scope of the irrigation design will be to revise the irrigation plan for the addition of the green wall on the northeast quadrant of Hemphill Lamar Connector. Project Management Lumo Sum $23,820 1. Develop presentations and attend meetings with stakeholders including Downtown Ft.Worth, Inc, Fort Worth South, 1CARE,TxDOT and Fort Worth Public Art. 2. Attend meetings with City and McCarthy concerning various site plans, engineering related issues and decisions. 3. Attend submittal review meetings. 4. Prepare monthly invoicing, status reports and MBE/SBE reports. 5. Managing MBE/SBE sub consultants Bidding Phase Lump Sum $15,595.40 1. Bidding Assistance for GMP1 and GMP2 2. TranSystems will assist the McCarthy during bid phase including preparation and delivery of addenda to plan holders and responses to questions submitted to the prospective bidders. 3. Engineer shall attend the scheduled pre-bid conference. 4. TranSystems will assist in reviewing the bids for completeness and accuracy. 5. TranSystems will attend the project bid opening. 6. TranSystems will issue conformed contract documents. Construction Services Hourly, Estimated at$13,350 1. Construction Related Assistance a. TranSystems will review shop drawings that have been submitted to the contractor (McCarthy). These drawings will be reviewed and returned to McCarthy with comments for the contractor to address. b. TranSystems will make occasional visits to the site as may be requested. 2. Request for Information a. DISCUSSION: The 2004 Capital Improvements Program (C!P) approved funds for the design and construction of Hemphill Street from Vickery Boulevard to Lancaster Avenue as a four-lane divided arterial street under IH-30 and Union Pacific Railroad tracks(City Project No. 00141). The proposed amendment is for additional coordination meetings with Downtown, Fort Worth, Inc., Fort Worth South, (CARE, and TxDOT revising the alignment of the temporary Union Pacific Railroad tracks; additional design services for the bridge, green wails, retaining walls, landscaping and irrigation; separating the plans into two bid packages and revising the construction plans to incorporate other value engineering alternatives accepted by the City.
