AN ORDINANCE ADOPTING THE CITY OF FORT WORTH 2007
COMPREHENSIVE PLAN; ANALYZING POPULATION, ECONOMIC .AND
FINANCIAL TRENDS; DESCRIBING MUNICIPAL SERVICES AND
FACILITIES; DESCRIBING ECONOMIC AND TECHNOLOGICAL ISSUES
AFFECTING DEVELOPMENT; DESCRIBING IMPLEMENTATION
TOOLS; DIVIDING THE CITY INTO 16 PLANNING SECTORS;
PROVIDING MAPS DESCRIBING PROPOSED FUTURE LAND USES AND
RECOMNYENDED LAND USE POLICIES FOR EACH SECTOR;
ESTABLISHING GOALS AND RECOMIVVIIrNDED POLICIES; PROVIDING
A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE
WHEREAS the City Council approved Ordinance No. 16304 adopting the Fort Worth 2006
Comprehensive Plan on February 21, 2006;
WHEREAS the 2006 Comprehensive Plan is the City of Fort Worth's general guide for
making decisions about growth and development;
WHEREAS the 2006 Comprehensive Plan includes, without limitation, provisions on land
use, housing, parks and community services, libraries, human services, neighborhood capacity
building, economic development, transportation, education, historic preservation, urban design, arts
and culture, police services, fire and emergency services, environmental quality, public health and
municipal facilities;
WHEREAS it is the City Council's intent to update the Comprehensive Plan annually;
WHEREAS after conducting work sessions with the Zoning Commission on August 9,
2006, and the City Pian Commission on August 23, 2006, and briefmg the City Council on
September 5, 2006, the Planning Department issued a public review draft of the 2007
Comprehensive Plan;
V6'IIEREAS the Planning Department conducted a series of 36 community meetings to
receive comments on the 2007 Comprehensive Plan;
WHEREAS on January 24, 2007, the City Plan Commission conducted a public hearing on
the 2007 Comprehensive Plan and recommended that the City Council approve the plan with two
revisions: revise the future land use designation for certain property located on the north and south
sides of Byers Street between Eldridge and Sanguinet Streets from general commercial to
neighborhood commercial and open space in Appendix C, and revise the future land use designation
for certain property located south of Rosedale Street and east of the Fort Worth & Western Railroad
tracks from light industrial to mixed-use growth center in Appendix C;
WHEREAS the recommended 2007 Comprehensive Plan is attached hereto as Exhibit A;
WHEREAS the City Council conducted a public hearing on the 2007 Comprehensive Plan
on February 6, 2007, at which the public was given the opportunity to give testimony and present
written evidence;
NOW, THEREFORE, BE IT ORIDAINEII) BY THE CITY COITNCIL OF THE CITY
OF FORT WORTH:
SECTION 1.
The 2007 Comprehensive Plan of the City of Fort Worth is adopted as set out in Exhibit A
attached and incorporated as if contained herein, specifically including existing plans and studies
described in Appendix A to the Plan which are incorporated by reference.
SECTION 2.
The City of Fort Worth 2007 Comprehensive Plan supersedes and replaces the 2006
Comprehensive Plan.
SECTION 3.
It is hereby declared to be the intention of the City Council that the sections, paragraphs,
sentences, clauses and phrases of this ordinance are severable, and, if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared unconstitutional by the valid judgment or

decree of any court of competent jurisdiction, such unconstitutionality shall not affect any of the
remaining phrases, clauses, sentences, paragraphs and sections of this ordinance, since the same
would have been enacted by the City Council without the incorporation in this ordinance of any
such unconstitutional phrase, clause, sentence, paragraph or section.
SECTION 4.
This ordinance shall take effect upon adoption.

Approval of Ordinance Adopting the City of Fort Worth 2007 Comprehensive Plan
RECOMMENDATION:
It is recommended that the City Council approve the attached ordinance adopting the City of Fort Worth
2007 Comprehensive Plan.
DISCUSSION:
On November 28, 2006, the City Council authorized staff to release a public hearing draft of the 2007
Comprehensive Plan for public review. The 2007 Comprehensive Plan reflects the following substantive
revisions to the 2006 Comprehensive Plan:
Routine Updates
- Incorporates the most current data available;
- Refines various goals, objectives, policies and strategies based on comments from the City Council, City
departments and cooperating agencies;
- Added Trinity Uptown Plan to Appendix A;
-Added Appendix on the Policy Concerning Creation of Conservation and Reclamation Districts ("MUD
Policy") as adopted by the City Council on May 3, 2005;
- Updates future land use maps in Appendix C in response to land use changes, zoning and platting
decisions, and other factors;
- Removes completed or cancelled capital improvement projects from Appendix D, and adds new projects
to Appendices D and E; and
- Updates the annexation program in Appendix G.
Recent Policy Decision
- Added strategy to Urban Design chapter to promote quality, mixed-income housing within Trinity Uptown
that is inclusive of all Fort Worth residents;
- Added strategy to Urban Design chapter to utilize minority- and women-owned businesses in the design
and construction of public improvements and private development within Trinity Uptown;
- Added strategy to the Urban Design chapter to coordinate with redevelopment organizations to prepare
development standards and guidelines for central city growth centers and urban villages; and

- Added strategy to Development Regulations chapter to pursue greater statutory authority to effectively
manage growth and discourage suburban sprawl.
The City Plan Commission held a public hearing on the plan on January 24, 2007. After receiving input, the
City Plan Commission voted to recommend adoption of the plan with the following two revisions:
- Revise the future land use designation for certain property located on the north and south sides of Byers
Street between Eldridge and Sanguinet Streets from general commercial to neighborhood commercial and
open space in Appendix C; and
- Revise the future land use designation for certain property located south of Rosedale Street and east of
the Fort Worth & Western Railroad tracks from light industrial to mixed-use growth center in Appendix C.
The City Council held a public hearing on February 6, 2007, on the plan as recommended by the City Plan
Commission.
