EXTENSION OF INTERLOCAL AGREEMENT
BETWEEN
DALLAS 1 FORT WORTH INTERNATIONAL AIRPORT BOARD
AND THE CITY OF FORT WORTH
THIS EXTENSION AGREEMENT is entered into as of the dates set forth below by and
between the CITY OF FORT WORTH, a home rule municipal corporation of the State of Texas
(hereinafter referred to as the "City"), and the DALLAS 1 FORT WORTH INTERNATIONAL
AIRPORT BOARD, A Joint Airport Board of the Cities of Dallas and Fort Worth (hereinafter referred
to as"the Board").
WHEREAS the City and the Board entered in an Interlocal Agreement ("City of Fort Worth
Contract No. 35362'), pursuant to Chapter 791 of the Texas Government Code,for the City to perform of
oil and gas inspection services at the Airport for a Term of May 1,2007 through April 30,2009;
WHEREAS Fort Worth M&C Resolution No. C-23520 and Airport Board Resolution No. 2009-
04-063 approved a two-year extension thereof;
WHEREAS Fort Worth M&C Resolution No. C-24895 and Airport Board Resolution No.2011-
04-081 approved a two-year extension thereof;
NOW, THEREFORE, in consideration of the mutual benefits and promises contained herein
and for other good and valuable consideration, the receipt and sufficiency of which is hereby
acknowledged,the parties hereby extend City of Fort Worth Contract No. 35362 for an additional term of
May 1,2013 through April 30,2015.
All other terms and conditions of the contract shall remain unchanged.

CONSENT HEARING:
SUBJECT: Authorize a Third Two-Year Extension to the Interlocal Agreement Between the
Dallas/Fort Worth International Airport Board and the City of Fort Worth to Provide Gas
Well Inspector Service at Dallas/Fort Worth International Airport(ALL COUNCIL
DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council authorize a third two-year extension to the Interlocal
Agreement between the Dallas/Fort Worth International Airport Board and the City of Fort Worth to
provide Gas Well Inspector Service at Dallas/Fort Worth International Airport.
DISCUSSION:
On May 22, 2007, the City Council authorized an Interlocal Agreement with Dallas/Fort Worth
International (D/FW)Airport providing gas well inspector service at D/FW (M&C C-22136). This
Interlocal Agreement provides for two-year extensions. The first extension was authorized by Council
on May 19, 2009 (M&C C-23520). The second extension was authorized by Council on May 3, 2011
(M&C C-24895). D/FW has asked that a third extension of the Interlocal Agreement be authorized.
In 2006, Dallas/Fort Worth International Airport Board (D/FW Board), together with the Cities of
Dallas and Fort Worth, entered into a lease with Chesapeake Energy Corporation for natural gas
exploration in the Barnett Shale that lies beneath DFW Airport's 18,000 acres.
D/FW Board Resolutions Nos. 2006-03-068 and 2006-06-207 were approved by City of Dallas
Ordinance No. 26410 and City of Fort Worth Ordinance No. 17049-07-2006. These documents
established the D/FW Airport Construction and Fire Prevention Standards, Part Nine - Oil and Gas
Exploration and Production, for oil and gas exploration and uniform limitations, safeguards and
requirements for drilling operations to protect the health, safety and general welfare of the
public. D/FW Board Resolution No. 2007-02-30, approved by City of Dallas Ordinance No. 26607
and City of Fort Worth Ordinance No. 17444-03-2007, amended Part Nine to add a variance
procedure for gas drilling at the Airport.
Chapter 791 of the Texas Local Government Code authorizes local government entities to enter into
Interlocal Agreements for the performance of governmental functions, including administrative
functions such as the inspection of oil and gas production operations and facilities.
The City and the D/FW Board have determined that the continuation of this Interlocal Agreement is in
the common interest of both parties and that the division of costs fairly compensates the performing
party for the services or functions to be provided under this Agreement.
FISCAL INFORMATION/CERTIFICATION:
The Financial Management Services Director certifies that this action will have no material effect on
City funds.
