HomeMy WebLinkAboutContract 49049-A2 All RECEIVED CITY SECRETARY FEB -8 2019 AMENDMENT No.02 CONTRACT NO., - a CITY OF FORT WORTH CITY SECRETARY TO CITY SECRETARY CONTRACT No. 49049 WHEREAS `f the City of Fort Worth (CITY) and CDM Smith, Inc, (ENGINEER) made and entered into City Secretary Contract No. 49049, (the CONTRACT) which was authorized by M&C C- 28213 on the 2nd day of May, 2017 in the amount of $ 1, 570, 965 . 00; and WHEREAS, the CONTRACT involves engineering services for the follow- ing project : VILLAGE CREEK WATER RECLAMATION FACILITY GRIT REMOVAVL PROCESS; and P WUEREAS, the CONTRACT was subsequently revised by Amendment 01 in the amount of $885, 755 which was authorized by M&C C-28857 on September 18 , 2018; and WHEREAS, it has become necessary to execute Amendment No. 2 to the CONTRACT to include an increased scope of work and revised fee. NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1 . Article I of the CONTRACT is amended to include the additional engineering services specified in a proposal dated January 14, 2019, a copy of which is attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer totals $ 71, 993. (See Attached Scope of Services, Fee Table and related Exhibits) 2 . Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $2,528, 713. 3 . All other provisions of the Contract, which are not expressly amended herein, shall remain in full force and effect . Following our 30 percent design review workshop,CDM Smith and City staff discussed the shared concern regarding the placement of the grit removal facility within the plant's existing gravity hydraulic profile and the operational challenges that may result. Flow from the wastewater collection system enters VCWRF at two locations and flows by gravity through the Headworks Facility to the primary clarifiers.Primary effluent flow is then pumped to downstream treatment processes.The hydraulic profile at the Headworks Facility is set by the primary clarifier effluent weir.There is approximately 11-ft of available hydraulic head between the primary clarifiers and the Headworks Facility effluent box.The HeadCell effluent weir is set based on the water surface elevation(WSE) in the headworks effluent box.Based on the required HeadCell unit configuration,the influent channel elevation is set to be approximately 11-ft above the Headworks Facility finished floor elevation.See attached Drawing G-6 showing the grit facility hydraulic profile and associated weir/channel elevations. The concern and operational challenges VCWRF may face is the idea that the 11-ft wall (step-up) from the Headworks Facility to the common grit influent channel may affect grit removal during low to average flow conditions and cause grit accumulation in the headworks or grit influent box during low to average daily flow.As flow increases the settled grit may overwhelm the grit removal units and cause plugging and other maintenance issues to the grit handling equipment WATER+ENVIRONMENT+TRANSPORTATION+ENERGY+FACILITIES I CDM. Smith Farida Goderya,PE,PhD January 14,2019 Page 2 CDM Smith has discussed with Hydro International (HI)the idea of lowering the HeadCell units to match the influent channel elevation with the Headworks finished floor elevation.HI has reviewed the information and is not comfortable with this approach of submerging their units 11-ft under water.Their unit is not designed to accommodate this submergence and the impacts are unknown. They do not want to add unknown risk to this installation as this will be their largest US installation. CDM Smith has review many conceptual ideas to possibly reduce the effect of the hydraulics.Ideas include looking at other grit removal technologies and locating the grit removal system closer to the primary clarifiers.Unfortunately,none of these options appeared to provide enough benefit to investigate further. CDM Smith proposes to perform additional physical modeling of the grit influent splitter box and connection to the Headworks Facility to find a reasonable configuration that will minimize grit removal impacts.The configuration that will be analyzed is to lengthen the splitter box and slope the floor of the splitter box from the Headworks Facility Flow Diversion Box to the Common Grit Influent Channel.A drawing is attached to show the concept In addition to the structure changes, CDM Smith proposes to investigate a water jet system to install nozzles at proper spacing up the sloped floor to help moving grit into the common grit influent channel. Attached is our breakdown of activities that will occur during this additional modeling effort as well as Clemson Engineering Hydraulics (CEH) proposal to construct and investigate the jet system.As mentioned before,CDM Smith has physical modeling already in our scope of work and is identified at the bottom of the spreadsheet as a deduction to the budget for the physical modeling.The total cost to investigate the splitter box configuration and jet system is$71,993.This included travel time to CEH warehouse to witness the physical model testing.This cost does not include modeling the Phase 2 grit units.If the City desires to model Phase 2 grit units,the cost will be an additional $20,000. The design progress is dependent on the completion of the physical modeling and is therefore the critical path to design.Please Iet me know if you have any questions.
