AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE SPECIAL TRUST FUND IN THE AMOUNT OF
$447,678.00, FROM AVAILABLE FUNDS, FOR THE PURPOSE OF TRANSFERRING
SAID FUNDS TO THE GENERAL FUND FOR FISCAL YEAR 2012 COSTS FOR THE
OPERATION OF TWO SATELLITE PET ADOPTION CENTERS FISCAL YEAR 2012
COSTS FOR THE OPERATION OF TWO SATELLITE PET ADOPTION CENTERS
WITH PETSMART, INC.; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2011 -2012 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Special Trust Fund in the amount of $447,678.00, from available funds, for the purpose of transferring said
funds to the General Fund for Fiscal Year 2012 costs for the operation of two satellite pet adoption centers
within PetSmart, Inc.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 19911 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Loop 820 and Store No. 2065 Located at 2900 Heritage Trace Parkway in Fort Worth, Authorize Dedication
and Deposit of Donations, Site Generated Adoption Revenues and PetSmart Charities Adoption Reward
Program Revenues to the Special Trust Fund, Authorize Transfer of $447,678.00 from the Special Trust
Fund to the General Fund, Authorize Solicitation and Acceptance of Donations for Adoption Center
Operations and Adopt Appropriation Ordinances (COUNCIL DISTRICTS 2 and 3)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the allocation of $447,678.00 for Fiscal Year 2012 costs for the operation of two satellite pet
adoption centers within PetSmart, Inc., Store No. 187 located at 4800 Southwest Loop 820 and Store No.
2065 located at 2900 Heritage Trace Parkway in Fort Worth;
2. Authorize revenues generated from donations, pet adoptions at the PetSmart Adoption Center and
PetSmart Charities Adoption Rewards Program throughout the year be deposited in the appropriate
section of the Special Trust Fund and dedicated to the special purpose of funding operations of satellite
pet adoption centers;
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Special Trust Fund by $447,678.00 from available funds;
4. Authorize the transfer of $447,678.00 from the Special Trust Fund to the General Fund;
5. Adopt the attached supplemental appropriation ordinance increasing estimated receipts and
appropriations in the General Fund by $447,678.00 from available funds; and
6. Authorize City Staff to solicit and accept donations for adoption center operations.
DISCUSSION:
On February 9, 2010, the City Council approved M &C C -24087 authorizing an initial two -year contract with
PetSmart Charities to establish an animal shelter /animal adoption center at PetSmart, Inc., Store No. 187,
located at 4800 Southwest Loop 820 in Fort Worth. The Contract provides rent free space totaling
approximately 1,800 square feet that will accommodate approximately 25 animals.
On April 13, 2010, the City Council approved M &C G -16897 authorizing the allocation and appropriation of
$197,805.00 in donated funds for operating costs associated with the satellite adoption center at

On October 18, 2011, the City Council approved M &C G -17413 authorizing the execution of Addendum
No. 1 to the original Contract between the City and PetSmart Charities to add a second satellite adoption
center at PetSmart, Inc., Store No. 2065, located at 2900 Heritage Trace Parkway in Fort Worth.
Since the inception of the Satellite Adoption Center Initiative with PetSmart Charities, the Code
Compliance Department has successfully solicited and received $455,624.00 in donations in support of
the program. Approximately $331,327.00 remains for future funding of the satellite adoption centers in the
Special Trust Fund.
In Fiscal Year 2012, the Code Compliance Department proposes using a combination of donations and
adoption related revenues to offset the costs of the Satellite Adoption Center Program. Funding sources
include:
• $110,086.00 in collected donations from prior years;
• $200,000.00 in anticipated donations to be received throughout the year;
• $98,592.00 generated annually from adoptions at the PetSmart adoption center under the current,
Council- approved fee schedule; and
• $39,000.00 generated annually from PetSmart Charities Adoption Rewards Program which, as
currently structured, would pay the City up to $15.00 for each animal adopted at the PetSmart
adoption center.
City Staff is recommending that all revenues and donations collected at the PetSmart adoption centers be
invested back into the program. In addition, Staff is requesting the City Council's approval to continue to
solicit donations for the operation of the satellite pet adoption centers. Should expenditures outpace
revenues, scheduling and staffing adjustments within the Animal Care and Control Division will be initiated
to ensure this initiative remains cost neutral with respect to the General Fund.
FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations,
adoption of the attached supplemental appropriation ordinance and receipt of donated funds, will be
available in the current operating budget, as appropriated, of the General Fund.
