HomeMy WebLinkAboutOrdinance 20019-12-2011Ordinance No.20019 -12 -2011 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $32,753.00, SUBJECT TO RECEIPT OF A GRANT FROM THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS, FOR THE PURPOSE OF FUNDING THE 2012 WEATHERIZATION ASSISTANCE PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2011 -2012 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $32,753.00, subject to receipt of a grant from the Texas Department of Housing and Community Affairs, for the purpose of funding the 2012 Weatherization Assistance Program. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 19911 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize acceptance of additional grant funds from the Texas Department of Housing and Community Affairs in the amount of $32,753.00 for the 2012 Weatherization Assistance Program; 2. Authorize execution of a grant contract with the Texas Department of Housing and Community Affairs for the total amount of the award; 3. Waive indirect costs; and 4. Adopt attached appropriation ordinance, increasing estimated receipts and appropriations in the Grants Fund by $32,753.00. DISCUSSION: The purpose of this Mayor and Council Communication is to authorize acceptance of additional grant funds to be used to provide weatherization assistance in the homes of low income individuals. On May 17, 2011, the City Council approved M &C C- 24907, which authorized acceptance of funds from the Texas Department of Housing and Community Affairs in the amount of $321,042.00 of Department of Energy (DOE) funds and $1,207,513.00 of Department of Health and Human Services - Low Income Housing Energy Assistance Program (LIHEAP) funds for a total of $1,528,555.00 for the period April 1, 2011 through March 31, 2012. The Weatherization Assistant Program (WAP) serves low income residents in Tarrant County by weatherizing their houses. Weatherization measures include attic insulation, weather - stripping, caulking, repair and /or replacement of windows and doors, and other minor repairs. The City of Fort Worth (City) was recently notified that the DOE funds were increased by $32,753.00 for a total of $353,795.00. City Staff recommends that the City Council authorize acceptance of and appropriate the additional grant funds in the amount of $32,753.00. A waiver by the City of indirect costs will maximize program benefits. No matching funds are required from the City. This program serves ALL COUNCIL DISTRICTS.
