CITY COUNCIL WORK SESSION

With a quorum of the City Council Members present, Mayor Pro Tem Shingleton called the Fort
Worth City Council Work Session to order at 3:03 p.m. on Tuesday, February 12, 2019, in City
Council Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth,
Texas.
1. Report of the City Manager—David Cooke, City Manager
a. Changes to the City Council Agenda
There were no changes to the Council Agenda.
b. Upcoming and Recent Events
Mayor's Community Engagement Workshops and 2018 Neighborhood Awards will be Saturday,
February 16, 2019, from 8:00 am—2:00 pm at the Doxology Bible Church.
Mayor's State of the City Address will be Tuesday, February 19, 2019, at 11:00 am.
The next City Council Meeting will be Tuesday, March 5, 2019.
c. Organizational Updates and Employee Recognition(s)
Fire Chief Davis announced promotions for Ray Hill and Landon Stallings to Assistant Chiefs.

Brandon Bennett introduced two new employees: Jessica Brown, Shelter Manager and Ronald
Epps, Lead Shelter Veterinarian. He also provided an update on the activities of Animal Care
and Control.

2. Current Agenda Items - City Council Members
Council Member Bivens requested that M&C G-194876 be withdrawn from the consent agenda
for individual consideration.
Council Member Jordan indicated that he would be making a change to M&C G-19489.

4. BriefinE on Alliance Texas Economic Impact Report - Mike Berry, Hillwood
Development Corporation
Mr. Mike Berry, Hillwood Development Corporation, provided the annual update on the impact
of the development in the Alliance area of Fort Worth.
5. Presentation on Nuisance Vegetation - Brandon Bennett, Code Compliance
Department
Mr. Brandon Bennett, Code Compliance Department, provided an update on a proposed
ordinance to address nuisance vegetation. Staff will bring back a draft ordinance for Council
consideration.

6. Briefing on Municipal Court & Building Standards Commission - Brandon
Bennett, Code Compliance Department
Mr. Brandon Bennett, Code Compliance Department, provided an update on proposed changes
to the Building Standards Commission process. Staff is proposing that building standards cases
be handled in both the Municipal Court and the Building Standards Commission. Staff will
bring back a draft ordinance for Council consideration.
7. Presentation on Long-Range Financial Outlook of the City - David Cooke, Citv
Manager
City Manager David Cooke provided the long-range financial outlook for the City. He reviewed
past history and trends and discussed the potential impacts of legislative changes and known
expenditures.
8. City Council Requests for Future Agenda Items and/or Reports
Council Member Bivens addressed concerns with building in District 5 that was done without a
permit.
Council Member Jordan noted that the ITC is reviewing an electric scooter proposal and that it
will need to come back to the full Council for consideration.
Council Member Zadeh - how does the Communication Department ensure that outside entities
that are asked to communicate with neighborhoods get all the impacted neighborhoods
information so that they reach the fullest audience.

ROOM 290)
Mayor Pro Tem Shingleton adjourned the City Council Work Session at 4:35 pm.
