HomeMy WebLinkAboutIR 10238 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 10238 February 12, 2019 To the Mayor and Members of the City Council Page 1 of 1 SUBJECT: PROPOSED 2019 COMPREHENSIVE PLAN The purpose of this report is to provide the City Council with a summary of proposed amendments to be incorporated into the 2019 Comprehensive Plan. The draft 2019 Comprehensive Plan is a limited update with changes to the three trend chapters (Population Trends, Economic Trends, and Financial Trends); Chapter 4: Land Use; Chapter 10: Economic Development; and the appendices covering existing plans and studies, future land use maps, capital improvements, and the annexation program. The draft plan can be viewed here: http://fortworthtexas.gov/comprehensiveplan/2019/. Proposed Amendments for the 2019 Comprehensive Plan 1. The Population Trends, Economic Trends, and Financial Trends chapters have been updated to reflect the latest statistical information available for these chapters. 2. Chapter 4: Land Use and Chapter 10: Economic Development have been updated to incorporate new data and policy direction from the 2017 Economic Development Strategic Plan. The chapters have also been redesigned to present the information more graphically for ease of online use. 3. Appendix A: Existing Plans and Studies has been a) Confluence: The Trinity River Strategic Master Plan, b) the Fort Worth Affordable Housing Strategic Plan, and c) the Stormwater Management Program Master Plan. 4. Appendix C: Future Land Use by Sector has been updated to reflect several new Mixed-Use Growth Centers, a new Industrial Growth Center, approved zoning changes, new development plans and opportunities, and existing development patterns unlikely to change. Staff is working with property owners on refining the boundaries of the new growth centers to share with pertinent Council members. 5. Appendix D: Proposed Capital Improvements has been updated to include the consolidated FY2019-2023 Five-Year Capital Improvement Plan, along with a graphic summary of major expenditures described in the plan. 6. Appendix F: Annexation Plan, Policy, and Program has been updated to delay the proposed schedule for considering several City-initiated annexation areas. Staff intends to update Chapter 5: Housing and Chapter 11: Transportation this coming year for the 2020 Comprehensive Plan. On December 21, 2018, the City Plan Commission received a briefing on the draft 2019 Comprehensive Plan and expressed support for the proposed amendments to the plan. On January 23, 2019, the City Plan Commission conducted a public hearing on the draft 2019 Comprehensive Plan and voted to recommend adoption of the plan with the understanding that staff would work with property owners and Council members to refine the boundaries of the new growth centers. The City Council is currently scheduled to conduct a public hearing and vote on adoption of the plan on March 5, 2019.
