MEMORANDUM OF UNDERSTANDING BETWEEN
THE CITY OF FORT WORTH AND
NORTH TEXAS COMMUNITY FOUNDATION
ON BEHALF OF COMPONENT FUND 00175
This Memorandum of Understanding ("MOU") is made and entered into by and
between North Texas Community Foundation, a Texas non-profit corporation, acting by
and through its duly authorized representative on behalf of Component Fund 00175 and the
City of Fort Worth ("City"), a Texas home-rule municipal corporation, acting by and through
its duly authorized Assistant City Manager, to document the funding, intended use and goals
related to the donation of a 2019 F450 truck made by Component Fund 00175 at the North
Texas Community Foundation to City's Animal Care and Control Department. City and
Component Fund 00175 at the North Texas Community Foundation may be referred to herein
individually as a "Party" or collectively as the "Parties."
SECTION 1
Backaround
1.1. Fort Worth Animal Care and Control (FWACC) has increased its Live Release Rate from
30% in past years to over 90% in the last two fiscal years. This has occurred, in part,
due to partnerships between the City and nonprofits, including Component Fund 00175
at the North Texas Community Foundation.
1.2. In addition to pet adoptions and transfer of pets to FWACC partners, transport of pets to
areas in the country with limited supplies of adoptable pets is an opportunity to provide
positive outcomes to many of the animals impounded at FWACC.
1.3. Many of the transport programs currently working with FWACC have requirements
related to third-party (non-FWACC) transporters, including requiring the transported
animals to be out of the shelter for a period of time prior to transport, which limits the
potential of these programs.
1.4. Component Fund 00175 at North Texas Community Foundation, at the recommendation
of Jean Walker, donor to and longtime friend of FWACC, donated an adoption and
transport trailer to FWACC in 2018 to enable more offsite adoption events and to
increase transport of animals to out-of-area receiving organizations.
1.5 Jean Walker recommended that Component Fund 00175 at North Texas Community
Foundation donate a truck to the City to be used to tow the previously gifted
transport/adoption trailer.

SECTION 2
Funding
2.1 Per Jean Walker's recommendation, North Texas Community Foundation will allocate
funds from Component Fund 00175 to purchase the vehicle for a total cost of$57,379
from David McDavid Ford at 300 West Loop 820 South, Fort Worth, Texas 76108. The
truck will be titled directly to the City of Fort Worth so that the purchase will qualify for a
discount of approximately$3,500 through Ford Motor Company.
2.2 Future transport costs for fuel and other travel expenses will continue to be funded
through donations and from reimbursements from receiving organizations.
2.3 The new truck will be covered under Ford's new vehicle warranty in case of any vehicle
trouble during transports and will be insured through the City's self-insured program.
2.4 The FWACC will be responsible for routine maintenance and repair of the vehicle per City
guidelines.
SECTION 3
Intended Use of Vehicle
3.1 The City intends to use the truck for towing the adoption/transportation trailer to local
adoption events as well as transporting animals from the City shelter to partnering out-of-
state adoption organizations.
3.2 Jean Walker and North Texas Community Foundation understand that the truck will
belong to the City and will occasionally be used by the Code Compliance department for
other activities, such as towing the new Code Compliance Emergency Response Trailer
acquired last year through a federal grant.
3.3 In order that all parties may assess funding needs and evaluate the performance of the
transport program in terms of positive outcomes for the animals, Fort Worth Animal Care
and Control will provide quarterly progress reports on the following to Jean Walker and
Component Fund 00175 at North Texas Community Foundation:
o Number of transport trips completed and associated costs, with a corresponding
list of communities served;
o Number of animals (dogs, cats, and others) transported and, as data is made
available from recipient organizations, adopted through the program;
o Amount of funds raised from non-FWACC sources, including revenue generated
through fees paid by recipient agencies.
SECTION 4
Goals of Transport Program

4.1 The goal of the transport program is to create positive outcomes for animals and to
inspire positive community support for the City and FWACC.
4.2 The initial goal is to transport 150 animals per month, equating to 1,800 animals per year,
which is comparable in positive animal outcomes to each of FWACC's current adoption
centers.
