AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE CULTURE AND TOURISM DFW REVENUE SHARE
CAPITAL FUND IN THE AMOUNT OF $291,954.00, FROM AVAILABLE FUNDS,
FOR THE FWCC FIRE ALARM SYSTEM REPLACEMENT PROJECT;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2018-
2019 in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Culture and Tourism DFW Revenue Share Capital Fund in the amount of
$291,954.00, from available funds, for the FWCC Fire Alarm System Replacement Project.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative
or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall
in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said
remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 23392-09-2018 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said conflicting
provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION: �
It is recommended that the City Council:
1. Ratify execution of City Secretary Contract No. 51777, an Emergency Procurement Agreement with
Century Fire Protection, LLC, in the amount of $291,954.00 for a new fire alarm system for the Fort Worth
Convention Center; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Culture and Tourism DFW Revenue Share Capital Fund in the FWCC Fire Alarm System Replacement
Project in the amount of $291,954.00 and decrease the UNSPEC project by a similar amount.
DISCUSSION:
The purpose of this Mayor and Council Communication is to ratify an emergency procurement of a new
fire alarm system for the Fort Worth Convention Center (FWCC) that was necessary to preserve and
protect the public health and safety of the City's residents, pursuant to Section 252.022 of the Texas Local
Government Code and Section 2-9 of the City Code.
In Fiscal Year 2016, the City contracted with Elements of Architecture to provide a facility assessment of
the FWCC. The purpose of the assessment was to provide the Public Events Department with information
pertaining to the condition of the FWCC, including needed repairs, estimated costs, and the recommended
priority.
The fire alarm system had been malfunctioning and had been diagnosed as defective and beyond repair.
Faulty fire alarms are a health and safety concern to the employees, visitors, citizens, clients, and others
that visit and use the FWCC on a daily basis. Properly operating fire alarms play a vital role in reducing
fire deaths by providing more time for safe evacuation.
Since July 2018, the FWCC had been averaging approximately fifteen or more false alarms weekly.
FWCC security officers had been placed on a 24-hour fire watch because the alarm panel was
malfunctioning. There had been a few instances where convention attendees were evacuated due to the
activation of the faulty alarm system, which always has the potential to create hazards associated with
evacuating a large building.
Furthermore, although the Fort Worth Fire Department (FWFD) responds quickly when the fire alarm is

activated, it is not an efficient use of City resources to continually respond to a false fire alarms, which
could take precious resources away from a real emergency.
To preserve and protect the health and safety of the City's residents and visitors, the City contracted with
Century Fire Protection, LLC, to provide a new fire alarm system with voice evacuation capabilities and an
alternate cell dialer.
This project is located in COUNCIL DISTRICT 9.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance, funds are available in the current capital budget, as appropriated, of the
Culture & Tourism DFW Revenue Share Capital Fund and that prior to an expense being made, the
department has the responsibility to validate the availability of funds.
