HomeMy WebLinkAboutOrdinance 23578-03-2019ORDINANCE NO. 23578-03-2019 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS OPERATING FEDERAL FUND IN THE AMOUNT OF $75,000.00, SUBJECT TO THE RECEIPT OF THE ADDITIONAL AWARD, FOR THE FIRE ENHANCEMENT PROJECT ; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2018-2019 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Operating Federal Fund in the amount of $75,000.00, subject to the receipt of the additional award, for the Fire Enhancement project. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 23392-09-2018 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the acceptance of an additional award in the amount of $75,000.00 in Fiscal Year 2016 Homeland Security Grant Funds from the United States Department of Homeland Security through the State of Texas, Office of the Governor; 2. Authorize the execution of ail related documents to effect the acceptance of the grant award; and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund in the amount of $75,000.00, subject to receipt of the additional award. DISCUSSION: On November 8, 2016, the City Council authorized the acceptance of the Fiscal Year 2016 Homeland Security Grant Program (HSGP) administered by the State of Texas, Office of the Governor via the approval of Mayor and Council Communication (M&C G-18875). As a result, the City of Fort Worth (City) was awarded a credit in the amount of $2,985,879.22 under the Homeland Security Grant Program - Urban Area Security Initiative (HSGP-UASI) for the procurement of homeland security related equipment and services. On February 13, 2018, the City Council authorized the acceptance of an additional award amount of $192,000.00 to the City from uncommitted State and Regional 2016 HSGP-UASI funds for a total award of $3,177,879.22 via the approval of M&C G-19225. On August 21, 2018, the City Council authorized the acceptance of an additionai award amount of $75,679.54 for a total award of $3,253,558.76 via the approvai of M&C G-19346. An additional award of $75,000.00 has been granted to the City from uncommitted State and Regional 2016 HSGP-UASI funds for a total award of $3,328,558.76. The additional funding received under the 2016 HSGP-UASI program will be allocated towards Grant 2981502, Fire Enhancement Project in the amount of $75,000.00. This grant award is reimbursable in nature and has no local match requirement (cash or in-kind). At the time of application of the grant the Department did not include indirect costs in its application, and this increase will not result in any indirect cost revenue. This funding will be utilized to procure ballistic vests for firefighter safety when responding to active threat Logname: 362016HSGP.GAN3 Page 1 of 2 situations, including acts of terrorism. The current ballistic vests are reaching their end of life and are in need of replacement. This M&C serves ALL COUNCIL DISTRICTS. This contract will be with a governmental entity, state agency or public institution of higher education: United States Department of Homeland Security (DHS) through the State of Texas, Office of the Governor. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations, receipt of the grant, and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the Grants Operating Federal Fund. Funds will be reimbursed by grantor after expenditures are made. The Fire Department will be responsible for the collection and deposit of funds due to the City. Prior to expenditures being made, the Fire Department has the responsibility to validate the availability of funds.
