AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE STORM WATER CAPITAL PROJECTS FUND IN
THE AMOUNT OF $102,233 FROM A STORM WATER OPERATING FUND
TRANSFER, FOR THE PURPOSE OF EXECUTING AN ENGINEERING
AGREEMENT WITH HALFF ASSOCIATES, INC., FOR GLEN GARDEN
DRAINAGE IMPROVEMENTS; PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2006-
2007 in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Storm Water Utility Fund in the amount of $102,233 from a Storm Water
Operating Fund transfer, for the purpose of executing an engineering agreement with Halff
Associates, Inc., for Glen Garden Drainage Improvements.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 17142 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Execution of Engineering Agreement with Halff Associates, Inc., for Glen Garden
Drainage Improvements (Project No. 00476) and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the transfer of $102,233.00 from the Storm Water Operating Fund to the Storm Water Capital
Projects Fund;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Storm Water Capital Projects Fund in the amount of $102,233.00; and
3. Authorize the City Manager to execute an engineering agreement with Halff Associates, Inc., in the
amount of $63,650.00 for Glen Garden Drainage Improvements.
DISCUSSION:
The Storm Water Management Program was established to reduce flooding in Fort Worth, preserve
streams, minimize water pollution and to operate the storm water system in a more effective manner to fully
comply with state and federal regulatory requirements. These goals will be accomplished by constructing
infrastructure improvements, system maintenance, master planning, enhanced development review, and
increased public education and outreach.
The Glen Garden drainage area is approximately 300 acres. The scope of this project includes the analysis
of approximately 1000 linear feet of storm drainage pipes and the drainage channel at Glen Garden Country
Club .
Halff Associates, Inc., proposes to perform the necessary work for a lump sum fee of $63.650.00. City Staff
considers this to be fair and reasonable for the scope of services proposed.
In addition to the contract amount, $38,583.00 is required by the Engineering Department for project
management.
Halff & Associates, Inc. is in compliance with the City's MWBE ordinance by committing to 31 percent
MWBE participation. The City's goal on this project is 19 percent.
This project is located in COUNCIL DISTRICT 8, Mapsco 92 A/E.

FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations and adoption of attached
appropriation ordinance, funds will be available in the current capital budget, as appropriated, of the Storm
Water Capital Projects Fund.
