SUBJECT: PORTABLE TOILETS AT EUGENE MCCRAY PARK AT LAKE
ARLINGTON
The purpose of this Informal Report is to respond to the request made for more frequent emptying
of portable toilets located at Eugene McCray Park at Lake Arlington (Staff Action Tracking No. 2,
March 19, 2019).
The Park & Recreation Department (PARD) endeavors to provide clean and working permanent
and/or portable restroom facilities at a variety of sites based on the type and use of the venue.
Permanent restroom facilities are generally located at admission-based facilities such as the
Botanic Garden, Log Cabin Village, and Nature Center & Refuge. Portable toilets are located at
gated and non-gated, non-admission-fee-based facilities such as athletic field complexes,
secondary athletic field locations, frequently reserved pavilions and highly used public
concentration areas generally associated with destination-type facilities such as trail heads,
lakeside parks such as Eugene McCray Park at Lake Arlington, and special use facilities such as
universal playgrounds and off-leash dog parks.
PARD contracts for placement of portable toilets at 44 parks on a year-round basis. All portable
toilets are serviced a minimum of two times per week. Park staff verify that they have been
serviced, generally on Mondays and Fridays. During times when high use is expected, such as
tournaments or Easter, additional units are located at specific parks on the short term.
There are three portable toilet units located at Eugene McCray Park at Lake Arlington. Park staff
will monitor the units to determine the feasibility of increasing the emptying service more than the
standard two times per week; or if an additional unit during the peak season will address the
capacity more effectively.
The PARD$137,276 for portable toilets. The contract
amount for a regular unit, which includes the two-times-per-week emptying, is $59.50 per month.
For a handicap unit, the cost is $79.00 per month.
