Kayser, City Secretary With a quorum of the City Council Members present, Mayor Price called the Fort Worth City Council Work Session to order at 3:21 p.m. on Tuesday, March 5, 2019, in City Council Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. 1. Report of the City Manager—David Cooke, City Manager a. Changes to the City Council Agenda M&Cs L-16186 and L-18687 were withdrawn from the consent agenda to be heard with their companion zoning case after the second public hearing for AX-18-008. b. Upcoming and Recent Events There were none. c. Organizational Updates and Employee Recognition(s) Assistant City Manager Susan Alanis recognized all the employees who were involved with the Pension Vote education campaign. Police Chief Joel Fitzgerald introduced Assistant Chief Julie Swearingin. Mayor Price recognized Peter Elliot, Parking Operations Manager, and his team for their work to add a right turn lane at Belknap to relieve traffic congestion. CITY OF FORT WORTH, TEXAS CITY COUNCIL WORK SESSION MARCH 5, 2019 Page 2 of 3 Greg Simmons and Richard Martinez announced the Awards that TPW has received form the Texas Public Works Association (TPWA) and the American Public Works Association (APWA): TPWA 2018 Project of the Year: Shoreline Erosion Repair TPWA 2018 Equipment Operator of the Year—Kevin Stone TPWA 2019 Equipment Roadao Gran Champion—Kevin Stone. He will represent Texas at the APWA national event in August. APWA Regional Director, David Fabiano, presented TPW with the APWA Re-Accreditation recognition. Sandra Youngblood, Park and Recreation, announced that Trinity Park received the Lone Star Legacy designation by the Texas Recreation and Park Society. Michelle Gutt, Communications and Public Engagement, recognized Catherine Huckaby and the Communications and Public Engagement team for their work on the 2019 Mayor's Community Engagement Workshops and Neighborhood awards. Robert Sturris, Economic Development, recognized the Office of Business Diversity for receiving the MWBE Inclusion Award from the Regional Hispanic Contractors Association. Council Member Ann Zadeh recognized the Victory Forest Community Center and read a letter of appreciation she had received. d. Informal Reports 1. IR 10242: Expanded Library Hours 2. IR 10243: Hotel Occupancy Tax—Extended Stay Exemptions 3. IR 10244: Final Results of 2019 Drainage Utility System Revenue Refunding Bonds 4. IR 10245: New Continuing Disclosure Agreement with Trinity River Authority 5. IR 10246: Proposed Council-Initiated Zoning Changes for the United Riverside Neighborhood in Council District 8 6. IR 10247: Joint Botanic Garden Membership with Botanical Research Institute of Texas 2. Current Agenda Items - City Council Members There were no questions. 3. Byers Avenue; From: " J" Medium Industrial To: PD/E Planned Development for all uses in " E" Neighborhood Commercial plus boutique hotel; site plan included 0.45 acres (Recommended for Approval by the Zoning Commission) (Continued from February 5, 2019, by Council Member Shingleton) Will be acted on at the meeting. Overview of Significant Zoning Cases — Dana Burghdoff, Planning and Development Department Ms. Dana Burghdoff, Planning and Development Department, provided an overview of significant Zoning cases. She also briefed the Council on the text amendment that would create the Conditional Use Permit (CUP). 5. Briefing on Implementation of Recommendations from the Task Force on Race and Culture - David Cooke, City Manager City Manager David Cooke provided a briefing on the Implementation plan for the recommendations form the Task Force on Race and Culture. He reviewed all the recommendations, the responsible department, status as of March 5, 2019, and next steps. The next steps for the Council will be the adoption of a resolution appointing a Redistricting Task Force and to adopt the FY2020 budget, including funds to create the independent police oversight program and other allocation of resources to support implementation of recommendations. 6. Briefing and Plan on Staffing Study for the Police and Code Compliance Departments - Lynda Johnson, Performance and Budget, Jay Chapa and Valerie Washington, City Manager's Office This item was postponed and will be presented at the May 19, 2019, City Council Work Session. 7. City Council Requests for Future Agenda Items and/or Reports Council Member Jordan—report on the transition to Office 365 and related issues. Council Member Byrd — report on life span study and the high mortality rate in 76164. Update on electric vehicle charging stations. 8. Executive Session (CITY COUNCIL CONFERENCE ROOM, CITY HALL, ROOM 290) Mayor Price adjourned the City Council Work Session at 5:34 p. in.
