HomeMy WebLinkAboutOrdinance 17434-03-2007Ordinance No. 17434-03-2007 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE ENVIRONMENTAL MANAGEMENT FUND IN THE AMOUNT OF $20,000 FROM AVAILABLE FUNDS, FOR THE PURPOSE OF FUNDING THE 2007 CLEAN AIR FAIR; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2006- 2007 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Environmental Management Fund in the amount of $20,000 from available funds for the purpose of funding the 2007 Clean Air Fair. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 17142 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the City Manager to accept $20,000.00 in cash sponsorships for the 2007 Clean Air Fair & Bike Rally events; 2. Authorize the City Manager to accept donated services sponsorships valued at $10,600.00; and 3. Adopt the attached supplemental appropriation ordinance increase estimated receipts and appropriations in the Environmental Management Fund by $20,000.00. DISCUSSION: The Clean Air Fair and the Clean Air Bike Rally are designed to expand the City's air quality education campaign by increasing citizen awareness of air quality issues within the region. In the Fort Worth/Dallas area, approximately half of the ozone-forming pollution is the result of vehicle emissions. Traffic and other daily activities can keep air pollution at dangerously high levels, making it difficult for many to breathe. The City of Fort Worth will host its Ninth Annual Clean Air Fair in late April in downtown Fort Worth and the Sixth Annual Clean Air Bike Rally in late October at Trinity Park. These events focus on educating downtown commuters and North Texas cyclists on the many voluntary actions they can take to reduce air pollution and protect their health during ozone season (May 1 -October 31). The Clean Air Fair reaches approximately 3,000 downtown- commuters each year and more than 300 cyclists ride in the Clean Air Bike Rally. Commitments for cash sponsorships have been made by: XTO Energy, Inc. $2,500.00, Harris Methodist Fort Worth Hospital $2,500.00, Bell Helicopter $1,000.00, Carter Burgess $1,000.00, TXU $10,000.00, BNSF Railway $1,000.00, North Central Texas Council of Governments $1,000.00 and the Alcon Foundation, Inc. $1,000.00. In addition, the remaining funds from the Lockheed Martin Aeronautics Company donation accepted on M&C G-15525 on December 12, 2006 will also be used. The Fort Worth Star-Telegram has agreed to donate to the City of Fort Worth free newspaper ads promoting the events valued at $10,000.00. Coca-Cola Bottling Company of North Texas will provide bottled water for each event valued at $600.00.
