AUTHORIZING THE MAKING OF ASSURANCES REQUIRED BY THE OFFICE OF THE
ATTORNEY GENERAL CRIME VICTIM SERVICES DIVISION IN CONNECTION WITH
THE VICTIM COORDINATOR AND LIAISON FISCAL YEAR 2020-2021 GRANT FUNDS
WHEREAS, each year, the Office of the Attorney General ("OAG") funds grant projects throughout the
state;
WHEREAS, the City of Fort Worth ("City"), by and through its Police Department, has applied for the
OAG, Crime Victim Services Division, Victim Coordinator and Liaison Grant for the Fiscal Year 2020-
2021 Grant Cycle for the following project:
Salary, for one bilingual victim assistance specialist. The total amount dedicated to this goal is
$84,000.00 provided by OAG.
WHEREAS, the City Council of the City of Fort Worth ("City Council") has considered and supports the
Application filed or to be filed with the OAG;
WHEREAS, the approval by OAG of the grant application is contingent upon the passage of a resolution
by the City containing certain assurances.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:
1. That the City approves the submission of the grant application to OAG;
2. That the City designates the City Manager, through the Assistant City Manager for Police, to
apply for, accept, reject, alter or terminate this grant on behalf of the City. The City Manager,
through the Assistant City Manager for Police, is also given the authority to sign all grant
adjustment requests, inventory reports, progress reports and financial reports or any other official
documents related to the grant on behalf of the City.

Authorize Application for and Acceptance of, if Awarded, the Victim Coordinator and Liaison Grant from the
Office of the Attorney General in an Amount Not to Exceed $84,000.00, Authorize Execution of a Contract
with the Office of the Attorney General, and Adopt Resolution in Order to Make Required Assurances (ALL
COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize application for the Fiscal Year 2020-2021 Victim Coordinator and Liaison Grant from the
Office of the Attorney General of Texas, Crime Victim Services Division;
2. Authorize the acceptance of grant funds in an amount not to exceed $84,000.00, if awarded;
3. Authorize the execution of a Grant Agreement with the Office of the Attorney General of Texas; and
4. Adopt the attached resolution for acceptance of grant funds in the amount of $84,000.00 and to make
assurances as required by the Victim Coordinator and Liaison Grant.
DISCUSSION:
The Victim Coordinator and Liaison Grant will fund a bilingual, Spanish -Language Victim Assistance
Specialist position within the Fort Worth Police Department. The Victim Assistance Specialist will provide
support throughout the Fort Worth Police Department to victims of violent crimes and their families who
need Spanish speaking services. This position is responsible for working with victims of violent crimes to
provide information on the law enforcement process, victims' rights, local resources and crime victims'
compensation. The Office of the Attorney General has been funding this program since September 2008.
Funding in the amount of $84,000.00 will provide partial salary for the Victim Assistance Specialist for 24
months. The remaining salary costs and associated fringe benefits will be covered by the General Fund.
The City of Fort Worth is not required to provide matching funds. Indirect costs are not an eligible budget
category under this grant.
The grant serves all COUNCIL DISTRICTS.
This contract will be with a governmental entity, state agency or public institution of higher education: the
Office of the Attorney General.
FISCAL INFORMATION /CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations, receipt of the grant,

and adoption of a separately submitted appropriation ordinance, funds will be available in the current
operating budget, as appropriated, of the Grants Operating State Fund. Grant Funds will be available on a
reimbursement basis. The Police Department is responsible for the collection and deposit of funds due to
the City.
