To the Mayor and Members of the City Council

SUBJECT: ALARM PERMIT FEE
The purpose of this Informal Report is to respond to the City Councilrecent request for
information regarding the payment of permit fees for alarm systems by alarm companies.
Chapter 12
requires a valid alarm permit if a permit holder operates or cau
and the permit holder desires to receive police response to an alarm site. An annual alarm
permit fee of fifty dollars ($50.00) and a completed application are required for each alarm site.
State statute and City ordinance do not prohibit alarm companies from paying annual alarm
permit fees on behalf of their service recipients. The regulations provide for the payment of an
annual alarm permit fee, but they do not require that fee be paid by a specific party. Some alarm
companies submit the permit applications and pay the annual alarm permit fees for their service
recipients. We have found that some of the companies that pay the fees are reimbursed by their
clients, while others pay it as a bonus or as part of a service package for their customers.
Irrespective of the payment scheme between the alarm companies adoes
not prohibit nor require that the annual alarm permit fee be paid by the alarm companies on
behalf of their clients.
Should the City Council have any questions or concerns about this information, please contact
Randle Harwood, Director of Planning and Development at 817-392-6101.
