Dear Chief Fitzgerald:
The City of Dallas/Dallas Police Department has been approved for supplemental funding for FY2019 for
the Internet Crimes Against Children Task Force(OJJDP Grant 2016-MC-FX-K034).
This award will also allow us to extend additional funding to you as a sub-grantee of our Task Force. The
new Fort Worth Police Department contract amount is $14,000.00. Please indicate your acceptance of
these additional funds, terms of initial MOU, adherence to ICAC SOP and the extended term of the
contract by signing below.Once executed,please return back to me.
Please note,activity reports are due on the 50'of each month and all reimbursements must be submitted to
me by September 15,2019 for processing.

HEARING:
SUBJECT: Authorize Execution of an Amendment to Interlocal Agreement with the City of Dallas to
Extend the Term and Increase Funding for the Internet Crimes Against Children Task Force,
Authorize Acceptance of an Amount Up to $14,000.00 from the Department of Justice
through the City of Dallas, and Adopt Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the execution of an Amendment to City Secretary Contract No. 49286 with the City of
Dallas to extend the term and increase funding for the Internet Crimes Against Children Task Force;
2. Authorize the acceptance of an amount up to $14,000.00 for the Internet Crimes Against Children
Task Force; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in
the Grants Operating Federal Fund in the amount of$14,000.00 subject to the receipt of the grant.
DISCUSSION:
The City of Dallas, on behalf of its Police Department, applied for and was awarded a grant to fund
the Crimes Against Children Task Force (Task Force) from the Department of Justice (DOJ) through
the Office of Juvenile Justice and Delinquency Prevention (OJJDP) under the Federal Missing and
Exploited Children's Program. The Task Force targets internet crimes against children; including child
solicitation and child pornography.
The City of Fort Worth accepted the Internet Crimes Against Children Grant through M&C C-28204
on May 2, 2017. The City of Dallas,has renewed the grant for a new end date of September 30,
2019. Per the Interlocal Agreement and amendment, the City of Fort Worth will be reimbursed for
expenses in the amount up to $14,000.00 for officer overtime, training, travel, and equipment used to
combat internet-based crimes against children. This is in addition to the $12,000.00 that was
previously authorized by M&C's C-28204 and C-28677, resulting in a total of$26,000.00.
Indirect costs are not allowed under this Agreement. The City will be paid on a reimbursement basis.
This contract will be with a governmental entity, state agency or public institution of higher
education: City of Dallas.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations, execution of the
grant extension, and adoption of the attached appropriation ordinance, funds will be available in the
current operating budget, as appropriated, of the Grants Operating Federal Fund. The Police
Department is responsible for the collection and deposit of funds due to the City. The City will be paid
on a reimbursement basis.
