SUBJECT: ARLINGTON LANDFILL, MOSIER VALLEY ROAD AND LANDFILL
SITING GUIDELINES
City Council requested information on the Landfill expansion, permits, traffic impacts and siting
guidelines for the Arlington Landfill.
CApplication
The Arlington Landfill (Permit No. MSW-358B), located at 800 Mosier Valley Road off Collins
Road/SH 157, Euless, TX 76040, has been in continuous operations 1977. The City of Arlington
(Owner) and Republic Waste Services of Texas Ltd (Operator) submitted a Limited Scope Major
Permit Amendment (LSMPA) to the Texas Commission for Environmental Quality (TCEQ) in
January 2019. This LSMPA is to request approval for four (4) modifications:
1. enhance the final cover for the northeastern disposal area,
2. improve surface water drainage for the northeastern disposal area,
3. revise the development sequence for the west disposal area, and
4. provide an alternate containment system for the pre-Subtitle D disposal area.
No landfill expansion is requested or included in this LSMPA. In addition, the Arlington Landfill
currently has 45+ years of remaining life for disposal. Staff from both the City of Arlington and
Republic Services have offered to attend future neighborhood meetings to clarify questions or
address concerns.
Mosier Valley Road Traffic
During a recent meeting with residents at City Hll, several attendees voiced concern about
increased traffic and heavy vehicles along Mosier Valley Road between Collins Road (eastern
boundary) and Trinity Boulevard (western boundary). Based on City staff observations and
investigation, the majority of the increased traffic and heavy vehicles is due to existing businesses
and new development sites along Mosier Valley Road. There was no direct correlation with
vehicle traffic related to the Arlington Landfill entrance off Mosier Valley Road just west of Collins
Road, as the majority of the trash vehicles are entering and existing the landfill through Mosier
Valley and Collins Road. A City inter-departmental team (including Code Compliance, Police and
Transportation & Public Works) will continue to investigate and increase enforcement along
Mosier Valley, as well as evaluate and identify future enhancements to Mosier Valley Road traffic
and possible even modify the dangerous railroad crossing just east of 11650 Mosier Valley Road.
Landfill Siting Genberal Guidelines
Due to the permanent nature, political sensitivity and community opposition towards landfills,
siting new landfill locations has always been a challenge at best. However, as the north Texas
Region continues to grow and develop, viable long term environmentally sound solid waste
disposal locations and related programs are necessary to develop in support of a sustainable
economy.

Siting a new location should always support the local jurisdiction, solid waste industry best
management practices and requirements within the Texas Administrative Code 30 Environmental
Quality, Chapter 330 Municipal Solid Waste and other included chapter guidelines:
1. General siting criteria:
a. approved within the local jurisdictional zoning ordinances, building codes, fire
codes and health regulations and compatible with existing land uses
b. surrounding land use, transportation system, and distance to/from primary waste
generation sources
c. proximity to local emergency response units, residences, schools, hospitals,
businesses, and other institutional facilities
d. public participation and community support of the potential sites and evaluation
process
2. Technical siting criteria:
a. easement protection, buffer zones and screening of waste operations
b. airport safety
c. floodplain, wetlands and groundwater protection
d. endangered or threatened species
e. fault areas and seismic impact areas
f. others aspects non-applicable in our region
3. Other siting criteria:
a. area soils, engineering design features and favorable hydrogeological setting will
increase the security of the waste within the facility
b. growth trends of communities within one, 10 and 20 miles of the site showing
directions of major development
c. value for alternative uses, agricultural or high recreational use of potential sites
must be considered
