I. CALL TO ORDER
With a quorum of the City Council Members present, Mayor Price called the regular session of
the Fort Worth City Council to order at 7:08 p.m. on Tuesday, April 9, 2019, in the City Council
Chamber of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas.
II. INVOCATION—Pastor Michael Watts, The Pentecostals of Fort Worth
The invocation was provided by Pastor Michael Watts, The Pentecostals of Fort Worth.

Motion: Mayor Pro tem Shingleton made a motion, seconded by Council Member Flores,
that the minutes of the City Council Work Session and Regular Meeting of
April 2, 2019, be approved. Motion passed 9-0.

Motion: Council Member Flores made a motion, seconded by Mayor Pro tem Shingleton,
that Mr. Mark Espinosa be appointed to Position 2 of the Pedestrian and Bicycling
Advisory Commission effective April 9, 2019, and with a term expiring
October 1, 2020. Motion passed 9-0.

Priority Repair Program which Benefits Low Income Homeowners

There being no one else present desiring to be heard in connection with the recommended
changes and amendments pertaining Zoning Ordinance No. 21653-02-2015 for the above-listed
cases, Council Member Jordan made a motion, seconded by Council Member Bivens, that the
Zoning hearing be closed. Motion passed 9-0.
XVII. CITIZEN PRESENTATIONS
Mr. Bob Willoughby, 6731 Bridge Street, Suite 125, appeared before Council relative to Code
Compliance.
Mr. Gerald Banks, Sr., 6861 Routt Street, appeared before Council relative to police brutality,
wrongful arrest, killings, race relations, SB4, 287g, and citizens attacking or murdering citizens.
Mr. Dave West, 5608 Cotswold Drive #610, completed a Citizen Presentation card relative to
childhood homelessness in Tarrant County and was recognized by Mayor Price but was not
present in the Council Chamber.
Mr. Kyev Tatum, 2864 Mississippi Avenue, P.O. Box 523, appeared before Council relative to
Unity Across the Trinity Neighborhood Health Summit on April 6, 2019, and provided handouts.

There being no further business, Mayor Price adjourned the Regular meeting at 8:47 p.m., in

who passed away Saturday, April 6, 2019.
