The Rovember 1 City Council agenda will contain an
zoning process for an area in the Far West sector (Area 76). The 2011-2015 annexation
program, adopted with the 2011 Comprehensive Plan, anticipated that this area would be an
owner-initiated annexation in 2011. The draft 2012-2016 Annexation Program notes eight
additional areas for consideration of annexation in 2012.
At the District 3 work-session for the 2012 Comprehensive Plan, Council Member
Zimmerman requested City-initiated annexation of this property due to anticipated near-term
development. The proposed annexation area would be an addition to Council District 3.
Attached is a PowerPoint for reference. The fiscal impact analysis is posted on the Planning
and Development Department's website.
Area 76 is west of West Loop 820 South and north • Team Ranch Road, and contains
approximately 12.3 acres with freeway right-of-way and vacant land. The site has been
proposed • be developed with retail uses. Annexation of Area 76 would create a net
positive impact on the General Fund and would require no future capital improvements, as
the Loop 820 right-of-way is maintained by the Texas Department of Transportation.
StaA has determined the City will be able to provide full municipal services upon annexation.
The property owner has been contacted by mail to explain the annexation process. Staff has
also proposed zoning, based on land use policies and future land use in the Comprehensive
Plan, and on existing land uses. The annexation and zoning • this area would run
concurrently, with final approvals anticipated to occur in January 2012.
