AUTHORIZING A LAWSUIT ENTITLED
CITY OF FORT WORTH V. THE ASHELYN GROUP, LLC AND VANESSA
HALSEY
WHEREAS, on June 12, 20189 the City issued an Invitation to Bid for a project that
involved the printing and mailing of City Code Compliance violation notices; and
WHEREAS, on June 25, 2018, The Ashelyn Group, LLC, through its president and CEO
Vanessa Halsey, successfully bid on the project, and
WHEREAS, on August 1, 2018, Halsey submitted an invoice to the City in the amount of
$8,500.00 for an advancement of postage for the project; and
WHEREAS, on August 15, 2018, the City issued a check in the amount of $8,500.00,
which was received and deposited by The Ashelyn Group, LLC; and
WHEREAS, on or about November 5, 2018, City staff learned through Halsey that The
shelyn Group, LLC, would not be performing its responsibiliti
Aes pursuant to the contract; and
WHEREAS, The Ashelyn Group LLC has not returned to the City any of the $8,500.00
advanced for postage related to the contract;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF FORT WORTH, TEXAS, THAT:
The City Council authorizes the filing of a lawsuit against The Ashelyn Group, LLC and
Vanessa Halsey in Tarrant County, Texas.
Adopted this 7th day of May 2019.

Adopt Resolution Authorizing the City's Lawsuit Against The Ashelyn Group, LLC, and Vanessa Halsey in
Tarrant County, Texas (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council adopt the attached Resolution authorizing the City Attorneys
office to file a lawsuit against The Ashelyn Group, LLC, and Vanessa Halsey in Tarrant County, Texas.
DISCUSSION:
On June 12, 2018, the City issued an Invitation to Bid for a project that involved the printing and mailing of
City Code Compliance violation notices via certified mail, with the green card receipts returned to City
staff. On June 25, 2018, The Ashelyn Group's president and CEO Vanessa Halsey submitted what would
be the only bid the City received for this project, and was subsequently awarded the job. On August 1,
2018, Ms. Halsey, on behalf of The Ashelyn Group, submitted an invoice to the City in the amount of
$8,500.00 for an advancement of postage related to this project. The City issued a check, which was
which was received and deposited by The Ashelyn Group on August 15, 2018.
On November 5, 2018, having not received the return of any green card receipts to indicate the notices
were being properly mailed, City staff contacted The Ashelyn Group to inquire. Ms. Halsey acknowledged
the lack of performance and indicated that she would not be performing the job as contracted. It appears
that The Ashelyn Group never performed any work for the City and has avoided the City's attempts to
recover the $8,500 postage advance.
Accordingly, it is recommended that the City Council adopt the attached Resolution authorizing the filing of
a lawsuit against The Ashelyn Group and Vanessa Halsey in Tarrant County, Texas.
This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION /CERTIFICATION:
The Director of Finance certifies that funds are available in the current operating budget, as appropriated,
of the Risk Financing Fund.
