HomeMy WebLinkAboutOrdinance 23661-05-2019 Ordinance No. 23661-05-2019 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS OPERATING FEDERAL FUND, IN THE AMOUNT OF$25,000.00, SUBJECT TO THE RECEIPT OF THE GRANT, FOR THE PURPOSE OF FUNDING THE FISCAL YEAR 2020 TEXTREASURES GRANT FOR THE PRESERVATION OF THE JUBILEE THEATRE RECORDS; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2018-2019 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Operating Federal Fund in the amount of$25,000.00, subject to the receipt of the grant, for the purpose of funding the fiscal year 2020 TexTreasures Grant for the preservation of the Jubilee Theatre records. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion orjudgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 23392-09-2018 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Ratify the application for and authorize the acceptance of, if awarded, the Fiscal Year 2020 TexTreasures Grant from the Texas State library and Archives Commission, in the amount up to $25,000.00 for the preservation of the Jubilee Theatre records; and 2. Authorize the execution of a Grant Agreement with the Texas State Library and Archives Commission for the Fiscal Year 2020 Grant; and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund in the amount up to $25,000.00 upon receipt of the grant. DISCUSSION: The Texas State Library and Archives Commission provides a competitive TexTreasures grant designed to help public libraries make their special collections more accessible for the people of Texas and beyond. The Fort Worth Public has applied for this grant in an amount up to $25,000.00 to support the arrangement, description, and preservation of the Jubilee Theatre records which were donated in 2016 to the Local History collection housed at the Central Library. These records document a significantly unique portion of history for Fort Worth and the African-American community that is under-represented in performing arts. They are of vital historical importance to the Library's collection. The current state of the records, as they were donated, leaves them unsearchable and functionally unaccessible by the public. The expertise of an archivist is needed to organize, preserve and assign descriptions of the records according to professional archival standards, enableing it to be cataloged and discoverable by the public through modern online search technology. The grant would fund services of an archivist to complete this project. The archivist will also identify items in the collection for future digitization and perform necessary copyright analysis on those items. Such digitization would make these materials accessible from anywhere via the Library's online resources. Both the exhibit and the presentation will showcase the history of the Jubilee Theatre and its contribution to the community and the performing arts. Indirect costs are not submitted on the grant due to no payroll expenditures in the grant award. This contract will be with a governmental entity, state agency or public institution of higher education: Texas State Library and Archives Commission. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the appropriation ordinance, funds will be available in the current grants operating budget, as appropriated of the Grants Operating Federal Fund.
