With a quorum of the City Council Members present, Mayor Price called the Fort Worth City
Council Work Session to order at 3:05 p.m. on Tuesday, April 16, 2019, in City Council
Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas.
1. Report of the City Manager—David Cooke, City Manager
a. Changes to the City Council Agenda
There were no changes to the Council Agenda.
b. Upcoming and Recent Events
Gleniece Robinson, City Manager's Office announced the All Pro Dads event on April 23, 2019,
at the Bob Bolen Police and Fire Training Complex.
c. Organizational Updates and Employee Recognition(s)
Chris Harder introduced Laura Wilson as the new Deputy Director of Water.
d. Informal Reports
1. IR 10260: Arlington Landfill, Mosier Valley Road and Landfill Siting Guidelines
1. IR 10261: February 2019— Sales Tax Update
1. IR 10262: Monthly Development Activity Report

3. Responses to Items Continued from a Previous Week
There were no items continued.
4. Briefing on Response to Health, Housing, and Transportation Recommendations of
the Task Force on Race and Culture — Cody Whittenburg, Code Compliance
Department, Barbara Asbury, Neighborhood Services Department, and Chad
Edwards, Transportation and Public Works Department
The projector in the City Council Conference Room malfunctioned so the briefing was not able
to be presented. It will be rescheduled for May 7, 2019.
5. City Council Requests for Future Agenda Items and/or Reports
Council Member Allen Gray — 1) Cooling off period for employees who leave the City before
they can come back to the City as a vendor or sales representative; 2) status of the Library Book
vending machine for Ash Crescent.
Council Member Bivens —Updated workforce diversity report.
Council Member Moon— 1) Role of the City Magistrates; 2) Report on how liens on property are
handled; 3) Payroll inefficiencies
After proper notice given pursuant to the Texas Open Meetings Act, Mayor Price adjourned the
City Council Work Session meeting of the Fort Worth City Council at 3:24 p.m. on Tuesday,
April 16, 2019, to convene into the Special City Council Meeting for the closed Executive
Session in the City Council Conference Room 290 of the Fort Worth Municipal Building.
The City Council reconvened into Regular Session at 5:05 pm.
Motion was made by Council Member Zadeh and second by Council Member Moon there be
mediation between the Judge Rogers and Judge Collins to lay the ground work for how they are
going to ensure better communication between them; sensitivity training for Judge Rogers; and
Judge Rogers should be made aware of those actions that were substantiated or determined to be
inconclusive and be instructed to demonstrate better judgement going forward. Motion passed
9-0.
There being no further business to come before the City Council Mayor Price adjourned the
meeting at 5:14 pm.
