TO CITY SECRETARY CONTRACT No. 46356
WHEREAS, the City of Fort Worth (CITY) and CP&Y Inc. , (ENGINEER)
made and entered into City Secretary Contract No. 46356, (the CONTRACT)
which was authorized by M&C C- 27097 on the 2nd day of December, 2014 in
the amount of $ 426, 620 . 00; and
WHEREAS, the CONTRACT involves engineering services for the follow-
ing project :
ROLLING HILLS WATER TREATMENT PLANT HIGH SERVICE PUMP STATION
SWITCHGEAR REPLACEMENT
WHEREAS, the CONTRACT was subsequently revised by Amendment 01 in
the amount of $44, 870 . 00 which was authorized by Administrative Action on -�
June 15, 2016. 0

WHEREAS, it has become necessary to execute Amendment No. 02 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their
duly authorized representatives, enter into the following agreement,
which amends the CONTRACT:

Article I of the CONTRACT is amended to include the additional
engineering services specified in a proposal dated February 11, 2019, a
copy of which is attached hereto and incorporated herein. The cost to
City for the additional design services to be performed by Engineer
totals $15, 862. 00 . (See Attached Scope of Services, Fee Table and related
Exhibits)

Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $487,192. 00 .

All other provisions of the Contract, which are not expressly

amended herein, shall remain in full force and effect .

Scope for Engineering Design Related Services for Water and/or Sanitary Sewer
Improvements
Amendment 2 to the Design Services for
Rolling Hills Water Treatment High Service Pump Station
Switchgear Replacement
City Project No.: 02315
The scope set forth herein defines the work to be performed by the ENGINEER
in Amendment 2 of the Design Services of the Rolling Hills Water Treatment High
Service Pump Station Switchgear Replacement. Both the CITY and ENGINEER
have attempted to clearly define the work to be performed and address the
needs of the Project.
1.1 Additional Effort for Construction Meetings
It is anticipated that the construction contract will extend beyond the 12 months
planned duration. The Engineer was under contract to prepare for and attend
twelve monthly construction meetings. During the construction, the meetings
were rescheduled to twice weekly, and the contract has extended beyond the 12
months beyond the estimated completion date. A total of thirty-five regular
construction meetings have been held and are anticipated. Agenda preparation,
participation, field visits and travel to and from the plant site are included.
1.2 Additional Effort for Coordination with Oncor During the
Construction Phase
Additional meetings and coordination were required due to changes requested by
Oncor. The effort for the Engineer includes attending meetings with Oncor,
conference calls, and preparation of additional exhibits for Oncor.
1.3 Plant-Wide One-Line CADD Drawing
To update the Rolling Hills WTP overall electrical one-line diagram, a CADD
version of the existing graphic is required to be developed. Once developed the
contracted modifications can be added to the CADD file from which a new one-
line diagram will be produced. The CADD file allows future electrical
modifications to be added to future one-line diagrams.

1.4.1. Construction Phase Services:
LKC-ES will provide the following:
➢ Prepare agendas for and participate in 23 additional construction meetings
➢ Provide additional effort for coordination with Oncor including meetings,
conference calls and additional exhibit production
➢ Develop a CADD file for the existing Rolling Hills WTP electrical one-lined
diagram in preparation for updating to include the current modifications.
This file will be a deliverable to the City in addition to the hard copy
graphic.

Please see the information or the additional services for the Fort Worth Rolling Hills High
Service Pump Station Electrical Rehabilitation.:
1. Additional effort for construction meeting—LKC was under contract to attend 12 monthly
construction meetings. During the construction, the meetings were moved to twice
weekly, and the contract has extended beyond the 12 months. We are currently on
regular construction meeting 34, and I anticipate only 1 more construction meeting. With
travel time from within Fort Worth, preparation etc. each meeting Is 4 hours of effort. For i
this task, LKC-ES is requesting an additional $10,580 (23*4*$115). t
2. Additional effort for coordination with Oncor during the construction phase—Additional
meeting and coordination were required due to changes requested by Oncor. The effort
for LKC-ES included attending meetings with Oncor, conference calls, and preparation
of additional exhibits for Oncor. The effort for LKC-ES was16 hours, and LKC-ES is
requesting an additional$1,840(16*$115).
3. The City of Fort Worth has requested that LKC-ES prepare CAD drawings of the existing
plant wide one-line diagram (provided by FTW staff)with the updates provided through
thid contract. LKC-ES has prepared the drawings under a lump sum of$2,000.
