AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE WATER CAPITAL PROJECTS FUND IN THE AMOUNT OF $604,796 FROM A
WATER AND SEWER OPERATING FUND TRANSFER, FOR THE PURPOSE OF
EXECUTING AND ENGINEERING AGREEMENT WITH CAMP DRESSER & MCKEE,
INC. FOR THE NORTHWEST WATER TREATMENT PLANT PROCESS EVALUATION;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES
IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2006-2007 and
in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in
the Water Capital Projects Fund in the amount of $604,796 from a Water and Sewer Operating Fund
transfer, for the purpose of executing an engineering agreement with Camp Dresser & McKee, Inc. for the
Northwest Water Treatment Plant Process Evaluation.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 17142 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Execution of an Engineering Agreement with Camp Dresser & McKee, Inc.,, for the
Northwest Water Treatment Plant Process Evaluation and Adopt Appropriation, Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the transfer of $604,796.00 from the Water and Sewer Operating Fund to the Water Capital
Projects Fund;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Water Capital Projects Fund in the amount of $604,796.00; and
3. Authorize the City Manager to execute an engineering agreement with Camp Dresser & McKee, Inc., in
the amount of $604,796.00 for the Northwest Water Treatment Plant Process Evaluation.
DISCUSSION:
On March 19, 2002, (M&C C-19013) City Council authorized the execution of an engineering agreement
with Freese & Nichols for the update to the Fort Worth Water System Master Plan. The Master Plan
recommended constructing a water treatment plant in the northwest part of Fort Worth prior to
2011. Growth in western Fort Worth, including proposed developments such as the Walsh Ranch, requires
the Water Department to accelerate the construction of this water treatment plant to meet the peak
demands and to provide redundancy to the area.
The proposed Northwest Water Treatment Plant will treat raw water conveyed through a 90" raw water
main, connecting Lake Benbrook and Eagle Mountain Lake, proposed to be constructed by the Tarrant
Regional Water District (TRWD) by the spring of 2008. Potential raw water to be conveyed to the
Northwest Water Treatment Plant through this pipeline includes blends of Richland Chambers, Cedar
Creek, and Benbrook Reservoirs.
On June 20, 2006, (M&C L-14205) the City Council authorized the acquisition of a 34.56 acre tract of land
for the Northwest Water Treatment Plant, located along the 11800 block of Old Weatherford Road,
approximately one mile north of IH 30 and one mile east of the Tarrant-Parker county line.
Recent advances in technology together with reduction in equipment costs have made membrane treatment
an attractive alternative to conventional process to treat drinking water. However, prior to receiving the
approval of the use of membrane technology, the Texas Commission on Environmental Quality (TCEQ)
requires pilot plant test data on all potential raw water sources. On May 16, 2006, (M&C C-21456) the City
Council authorized the execution of an engineering agreement with Alan Plummer Associates, Inc. for the
Northwest Water Treatment Plant Membrane Pilot Study. As part of this study, Fort Worth joined with the
cities of Mansfield, Waxahachie, and Midlothian to conduct membrane pilot testing on raw water originating

from Richland Chambers and Cedar Creek Reservoirs.
In August 2006, the Fort Worth Water Department solicited proposals from engineering firms for the design
of the Northwest Water Treatment Plant. All firms submitting proposals were interviewed. Camp Dresser &
McKee was selected for the design of the project.
Since the design effort and cost will vary depending on the treatment process utilized, it is recommended
that an engineering agreement be awarded to Camp Dresser & McKee for the Northwest Water Treatment
Plant Process Evaluation.
As part of this agreement, Camp Dresser & McKee will conduct membrane pilot testing on Lake Benbrook
raw water, will analyze the pilot testing results of all three potential raw water sources, and will evaluate
feasible treatment process alternatives, including conventional processes, membrane technologies,
ozonation and ultra-violet disinfection in order to develop the optimum treatment process for the Northwest
Water Treatment Plant. In addition, site topographic survey and geotechnical evaluation will be performed
to assist in the analysis of the alternatives.
It is anticipated that upon the completion of the process evaluation, an engineering agreement will be
negotiated with Camp Dresser & McKee for the detailed design and the development of plans and
specifications for the Northwest Water Treatment Plant, utilizing the treatment process selected through the
Northwest Water Treatment Plant process evaluation.
Camp Dresser & McKee is in compliance with the City's M/WBE Ordinance by committing to 16 percent
M/WBE participation. The City's goal on this project is 15 percent.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval and completion of recommendation one and the adoption
of the attached appropriation ordinance, funds will be available in the current capital budget, as
appropriated, of the Water Capital Projects Fund.
