AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE PARK DEDICATION FEES FUND IN THE AMOUNT OF
$101,035.67, FROM AVAILABLE FUNDS AND MONETARY DONATION, FOR THE
PURPOSE OF FUNDING PARK IMPROVEMENTS AT TRAIL RIDGE ESTATES
PARK (FUTURE CHUCK SILCOX PARK); PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2011 -2012 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Park
Dedication Fees Fund in the amount of $101,035.67, from available funds and monetary donation, for the
purpose of funding park improvements at Trail Ridge Estates Park (future Chuck Silcox Park).
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 19911 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

Authorize Acceptance of a Monetary Donation in the Amount of $53,000.00 from the Chapel Creek
Neighborhood Association for Park Improvements at Trail Ridge Estates Park and Adopt Appropriation
Ordinance (COUNCIL DISTRICT 3)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize acceptance of a monetary donation in the amount of $53,000.00 from the Chapel Creek
Neighborhood Association for park improvements at Trail Ridge Estates Park; and
2. Adopt attached appropriation ordinance increasing estimated receipts and appropriations by
$101,035.67 in the Park Dedication Fees Fund.
DISCUSSION:
The purpose of this Mayor and Council Communication (M &C) is to accept a $53,000.00 monetary
donation from the Chapel Creek Neighborhood Association and to appropriate $48,035.67 in Park
Dedication Fee Interest Funds for funding park improvements at Trail Ridge Estates Park (future Chuck
Silcox Park).
Trail Ridge Estates Park is currently an undeveloped 20.81 acre park site, which was accepted as
parkland on September 22, 2009 (M &C L- 14835). The acceptance of that M &C included Park Dedication
Fees towards future park development. In June and July 2011, Parks and Community Services
Department (PACS) Staff conducted public meetings to gain input for the Park Master Plan development.
The proposed Phase I Park Development is estimated to cost $160,000.00. The Chapel Creek
Neighborhood Association offered a donation in the amount of $53,000.00 towards Phase I Park
Development. In addition, City Staff is recommending the appropriation of $48,035.67 in Park Dedication
Fees interest. The remaining fundings consist of the previously appropriated dedication fees associated
with this site and $10,000.00 from the 2004 Capital Improvement Program.
On January 25, 2012, the Parks and Community Services Advisory Board endorsed the acceptance of this
donation from the Chapel Creek Neighborhood Association.
Construction of Phase I park improvements is scheduled for Spring 2012.
Trail Ridge Estates Park is located in COUNCIL DISTRICT 3, Mapsco 72E and 72J.
NOTE - On January 10, 2012, the City Council was presented M &C G- 17502, which proposed renaming

the property as "Chuck Silcox Park." That M &C was continued until tonight's meeting.
FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached appropriation ordinance, funds will be available in the current capital budget,
as appropriated, of the Park Dedication Fees Fund.
