HomeMy WebLinkAboutOrdinance 23667-05-2019 Ordinance No. 23667-05-2019 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SENDERA RANCH BOULEVARD AND DIAMONDBACK LANE SIGNAL IMPROVEMENT PROJECT IN THE AMOUNT OF $162,315.71, FROM AVAILABLE FUNDS IN THE TRANSPORTATION IMPACT FEE CAPITAL LEGACY FUND, IN THE SERVICE AREA B PROJECT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. i' BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2018-2019 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Sendera Ranch Boulevard and Diamondback Lane Signal Improvement project in the amount of$162,315.71, from available funds in the Transportation Impact Fee Capital Legacy Fund, in the service area B project. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force acid effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 23392-09-2018 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Adopt the attached Appropriation Ordinance increasing estimated receipts and appropriations in the Sendera Ranch Boulevard and Diamondback Lane signal improvement project from the Transportation Impact Fee Capital Legacy Fund (39008) in the amount of$162,315.71 and reduce the fund balance in the Service Area B project (UN9912) by the same amount; and 2. Adopt the attached Appropriation Ordinance increasing estimated receipts and appropriations in the Sendera Ranch Boulevard and Diamondback Lane signal improvement project from the Transportation Impact Fee Capital Fund (30108) in the amount of$237,684.29 and reduce the fund balance in the Service Area B project(UN9912) by the same amount. DISCUSSION: The intersection of Sendera Ranch Boulevard and Diamond Back Lane is currently signed as an all-way stop controlled intersection. Drivers routinely experience congestion and delays during peak hours. The proposed traffic signal will improve the traffic flow and capacity and reduce the congestion and delays. The design of this project will be performed by utilizing an existing on-call contract with IEA, Inc. (CSC No. 52033) by issuing a task order. Design is expected to be completed by December 2019. The construction of the project will be performed in early 2020 by either a public bid construction contract or a task order under an existing unit price contract. The adopted 2017 Transportation Impact Fee Study identifies all projects that are eligible to receive transportation impact fee funding. The transportation improvements plan for Service Area B included capacity improvements to the intersection of Sendera Ranch Boulevard and Diamondback Lane. Transportation Impact fee revenues totaling $400,000.00 from Service Area B (Project UN9912) of the Transportation Impact Fee Capital Legacy Fund(39008) and the Transportation Impact Fee Capital Fund (30108) will fund the complete design and construction of a new traffic signal at this intersection.
