SUBJECT AUTHORIZATION TO EXECUTE AN AMENDMENT TO THE CONTRACT WITH C. H.
JOHNSON CONSULTING, INC. (CITY SECRETARY CONTRACT NO. 26301) FOR
CONSULTING SERVICES FOR A CONVENTION CENTER HEADQUARTERS HOTEL
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute an amendment to the
consulting services agreement with C. H. Johnson Consulting, Inc. for assistance in the evaluation and
selection of the development teams, and to negotiate development and operating agreements with the
top-ranked development team for a proposed Convention Center Headquarters Hotel in downtown Fort
Worth.
DISCUSSION:
On October 17, 2000 (M&C C-18310), the City Council authorized a consultant agreement with C H.
Johnson Consulting, Inc. to provide a market and financial analysis (Phase 1) for a headquarters hotel.
On January 30, 2001, the findings of the analysis were presented at a City Council Work Session, The
City Council moved to proceed with the development of a Convention Center Headquarters Hotel.
On February 6, 2001 (M&C C-18450), the City Council authorized proceeding with Phase II of the
consultant agreement with C. H. Johnson Consulting, Inc. to implement the qualifications/proposals for
hotel developers for a proposed Convention Center Headquarters Hotel in downtown Fort Worth.
On April 25, 2001, the Request for Qualifications (RFQ) was issued, and responses were received on
May 29, 2001. On June 12, 2001, C. H. Johnson Consulting, Inc. evaluated the responses to the RFQ
and presented the report to the Economic Development Committee. On June 13, 2001, the Requests
for Proposals were issued to four development teams. On July 18, 2001, responses were received.
During the process of requesting qualifications and proposals, it was necessary to expand the scope of
services to include:
• Assist with development of demand projections for the convention center and updated original
Coopers and Lybrand projections; and
• Assist in the analysis of the proposed T&P hotel development component including
development of a separate Request for Information (RFI) process; and
• Evaluate a north site option for the hotel location; and
• Additional support and analysis of the process.

To move forward with the process, the consulting services of C. H. Johnson Consulting, Inc. will be
required for the following duties:
a) Evaluate and assist in ranking developer proposals; and
b) Assist with potential franchise selection process; and
c) Develop finance plan, projection of various tax and revenue streams; and
d) Continue to support the evaluation of and negotiations with the T&P; and
e) Development of various policy documents, room block agreements, management contracts,
developer agreements; and
f) Final update of convention center demand projections for bond issue; and
g) Other services that may be requested.
The fees for the consulting services for this amendment will be on a time and material basis and is
estimated not to exceed $150,000 in fees and expenses.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that no funds were budgeted for this purpose, however, the department
has realized savings in other accounts that will offset this expenditure.
