HomeMy WebLinkAboutOrdinance 20089-03-2012ORDINANCE NO. 20089 -03 -2012 AN ORDINANCE CHANGING THE NAME OF BURGER STREET FROM CAROL AVENUE TO REED STREET TO "MOUNT HORUM WAY "; MAKING THIS ORDINANCE CUMULATIVE OF ALL OTHER ORDINANCES AFFECTING STREET NAMES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS; SECTION 1. That the name of Burger Street from its intersections with Carol Avenue to Reed Street; as more specifically described in Exhibit "A" attached hereto and incorporated herein by reference, be and the same is hereby changed to "Mount Horum Way ". SECTION 2. That this ordinance shall be cumulative of all other ordinances affecting the names of streets in the city of Fort Worth except insofar as it may be in conflict with the provisions of those ordinances, in which instance they are expressly repealed. SECTION 3. That this ordinance shall take effect upon adoption. The hearing will occur at the date and time indicated below: March 6, 2012 at 7 pm in the City Council Chamber on the 2nd Floor, 1000 Throckmorton Street If the proposal is adopted, the existing Burger Street from Carol Avenue to Reed Street will be changed to Mount Horum Way. A map exhibit is attached, showing the limits of the proposed street name change. This notice is intended to notify abutting property owners of the scheduled hearing. You are invited to attend the hearing and express an opinion relative to the proposed change in street name. This is not a summons to appear at the hearing. If you cannot attend, you may submit your comments in writing to the Planning and Development Department, Platting Division, ATTN: Allison Gray, Planning Manager, Municipal Building, Fort Worth, Texas, 76102, prior to the hearing date. With the Stop Six Sunrise Edition Neighborhood being designated as an historic district, Mount Horum is a part of that history and wishes to commemorate our 51 -year presence on Burger Street by renaming it MT. Horum Way. Mount Horum was established in January 1960. The first service was held in the home of Deacon Clarence Russell and wife. The following Sunday the church had obtained a building at 3416 Burger Street (a converted cafe the Starlight). This building belonged to Mrs. Johnnie Mae Edwards whose home was next door. Mrs. Edwards's niece Mrs. Bobbie Pete and husband Deacon George Pete are long time members of Mount Horum. Burger Street at that time was a dirt road. Gertrude's cafe was also located at the comer of Turner at Burger Street. In 1965 a new frame building was constructed at 3509 Burger Street. In 1976 Reverend F.S.Moody Sr. was called as Pastor. Many accomplishments have been made under his leadership. Pastor Moody resided at 5132 Reed Street at Berry at that time. During Pastor Moody"s 35 years of service, he has served the community and the city of Fort Worth in these capacities: ➢ Mentor for children at Maude Logan and Sunrise Elementary schools ➢ Neighborhood Code Blue Officer Board member of JPS Stop Six Clinic ➢ President of East Fort Worth Ministerial Alliance ➢ Vice President of the Baptist Ministers Union lo Member of the Coalition for Justice Member of the Palliative Care Program of JPS f" AL Other community involvement IE- ➢ Hosted health fairs ➢ Clothes for the needy ➢ Back to School, school supply drive ➢ Raised money to prevent individuals from losing their home ➢ Cowtown Cleanup; Tree Planting Food for the needy during Thanksgiving and Christmas ➢ Toiletries; shoes; clothes to homeless Shelter ➢ Church is a member of Stop Six Sunrise Edition Neighborhood Association, Inc. Various Ministries of the Church The Educational Committee - recognizes and encourages members attending school (that turn in a report card) with a certificate, issued during worship service every second Sunday. Provides book scholarships to high school graduates and returning college students that meet the requirements set by the church. Second Chance Outreach- provides guidance to those seeking a second chance and new membership Benevolent Fund- to give a donation to those that are hospitalized, send flowers to those that are bereaved Relief Fund- provides assistance to members of the church with financial burden Dorcas Circle- group of ladies that visited nursing homes on a weekly basis Widows Support Group- extends counseling to those that are recovering from the loss of a love one. They study the word of God together and engage in social activities. This service is available to the community. Youth Ministry- provides guidance to the youth regarding the Word of God and Ordinances of the Church. An educational trip is taken each year Vacation Bible School- God's word, refreshment and activities offered to the community with an invitation to join our church family New Members Class- additional training to new members relating to God's Word and the Ordinances of the Church F F Early 1980 "s Mount Horum was offered free property on Eastland Street at Village Creek with the stipulation that a Church be built on the site. The church choose to remain on Burger Street and serve the community. 1986 Church was remolded with additional rest rooms; fellowship hall; Pastors study. Additional lots were purchased for parking 1990 New sanctuary was built and the entire building was bricked. New pulpit furniture and pew were purchased. Old sanctuary was converted to a fellowship hall ➢ 2005 Functional kitchen built; additional classrooms; conference room and rest rooms were added. The roof of the building was redone so as not to highlight each addition for aesthetic purposes. Several lots were purchased for parking. It is because of this history and services to the community under the leadership of Pastor Moody that we request a street name change. We have seen Burger Street go from dirt roads; cafes; and illegal dumping to paved streets and street lights. We teach pride in our community and we strive to show people a better way to live. We therefore request the name change of Burger Street to "Mt. Horum Way ". The Church's board of directors supports Pastor Moody: Deacon Willie Roy Sr., Trustee Jewel Fuller, Deacon L. DISCUSSION: The Mount Horum Missionary Baptist Church located within the Stop Six Community wishes to commemorate their 51 year presence on Burger Street by renaming it Mount Horum Way. A detailed narrative explaining the accomplishments of the church has been included with this Mayor and Council Communication. A map of the proposed street name change request has been attached as Exhibit A. The Fire Department supports this street name change request. The Transportation and Public Works Department estimates that the cost for changing and installing new street name signs to be borne by Mount Horum Missionary Baptist Church will be $857.50. Notice of the public hearing was sent on February 13, 2012 to adjacent property owners along both sides of the affected street providing information regarding the proposed street name change. A copy of the notice is attached as Exhibit B. The proposed street name change lies within COUNCIL DISTRICT 5.
