HomeMy WebLinkAboutContract 35665 AMENDMENT NO. 1 STATE OF TEXAS $ CITY SECRETARY CONTRACT NO.j (M&C Needed) COUNTY OF TARRANT $ WHEREAS, the City of Fort Worth (City) and Dunaway Associates, L.P. , (Engineer) made and entered into City Secretary Contract No. 33325, (the Contract) which was authorized by the City Council by M&C C-21317 on the 28th day of February 2006; and WHEREAS, the Contract involves engineering services for the following project: Intersection Improvements - Hulen Street South at IH 20 City Project No. 00274; DOE 4977 WHEREAS, it has become necessary to execute Amendment No. 1 to said Contract to include an increased scope of work and revised maximum fee; NOW THEREFORE, City and Engineer, acting herein by and through their duly authorized representatives, enter into the following agreement which amends the Contract: 1 . Article I of the Contract is amended to include the additional engineering services specified in a proposal letter dated December 13,2006, a copy of which is attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer total $31,025 . 00. 2 . Article II of the Contract is amended to provide for an increase in the maximum fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall not exceed the sum of $245 , 902 . 00 . �5:JRlt9 If ISLf's ORIGINAL 3 . No.4977 Project No.C200 531200 2033900274 MT. Bergeron: This letter constitutes our request for supplemental authorization for tasks outside the scope of services of our current.contract. SCHEMATIC DESIGN Item 1. Investigation of Additional Alternatives After preparation of the schematic design document, city staff requested development and analysis of additional improvements to determine, the level of'benefit' they provide. Two alternatives were.investigated: • Triple left-tum movement(WB to SB) at the IH 20 WB frontage road • Extension of the NB Hulen right-turn lane at IH 20 EB frontage road: Investigation of these additional alternatives requires the following services. a. Reconfiguration of the Synchro traffic simulation model and analysis of new results. b.. Additional meetings (2)with city staff to review results and make recommendations. c. Redesign of the schematic drawing to reflect the addition of the additional approved alternatives. Item 2. Traffic Volumes As specified in our contract, our current schematic design is based on traffic volumes which were derived from traffic counts acquired by the project team. TxDOT has refused to use those volumes and requested that the traffic volumes used in the design be based on projections prepared by NCTCDG. The following tasks will be required to update the schematic using NCTCDG traffic volumes. a. Review of NCTCOG traffic volumes. c. Re-simulation of the proposed improvements using Synchro and VISSIM and analysis of the new results. d. Additional meeting (1) with city staff to review results and make recommendations. e. Redesign of the schematic drawing to reflect approved alternatives. f. Additional meeting with TxDOT staff to present schematic design with revised-traffic volumes and design alternatives. FINAL DESIGN Item 3. Municipal Utility Adiustment Design The following waterline and sanitary sewer adjustments and relocations will be required to make room for the proposed improvements. • The extension of the NB right turn lane at IH 20 will require the horizontal and vertical adjustment of approximately 100'of 10 waterline on the east side of Hulen. • The extension of the SB right-turn lane to provide improved access to the Hulen Mall will require relocation of a fire hydrant and approximately 100'of 8"sanitary sewer. The following tasks will be required to prepare the utility adjustment plans: a. Preparation of water and sewer planlprofile sheets. b. Coordination with Water Dept. staff. For the purpose of estimating a level of effort, it is assumed that construction of these improvements will be included either as part of this contract or will be inserted in another set of construction plans. If a separate set of bidding documents for these improvements is needed, Dunaway will submit a proposal to provide those additional services. Item 4. Franchise Utility Coordination The extension of the NB right-turn lane at IH 20 and the extension of the SB right-turn lane will require the horizontal adjustment of telephone and electric lines on both sides of Hulen. The following tasks will be required to coordinate with coordinate roadway design with the franchise utilities: a. Preparation and reproduction of exhibits for distribution to utility companies. b. Meeting with franchise utilities to explain proposed improvements. Item 5. ROW Acquisition A new southbound right-turn lane is proposed along the west side of S. Hulen Street that will provide improved circulation and access to Hulen Mall. Additional ROW will be needed to provide sufficient width to accommodate a sidewalk and utility relocations. The following tasks are required to provide ROW acquisition documents: Amendment No. 1 (rev.2) December 13, 2006 Page 3 a. Preparation and reproduction of exhibits for approval by city and use by the surveyor to prepare ROW acquisition documents. b. Preparation of ROW acquisition documents. Item 6. NB Right Tum Lane Design After preparation of the schematic design document, city staff requested development and analysis of additional improvements to determine the level of benefit they provide. One of those improvements, extension of the NB Hulen right-turn lane at IH 20 EB frontage road, was approved by city staff for inclusion in the project The following tasks are required to prepare design documents for the NB right-turn lane: a. Design of roadway geometry and preparation of plan/profile sheet. b. Preparation of storm drain computations and storm drain plantprofile. c. Preparation of traffic control plans. A summary of the proposed budget for this revised amendment is as follows: Basic Fee 1. Additional Alternatives $ 5,150.00 2. Traffic Volumes $ 6,975.00 3. Municipal Utility Adjustment Design $ 7,000.00 4. Franchise Utility Coordination $ 3,600.00 5. ROW Acquisition $ 3,950.00 5. DISCUSSION: On September 17, 1996, (M&C C-15647) the City Council authorized the City Manager to execute an Agreement with the Texas Department of Transportation (TxDOT) for intersection improvements on Hulen Street from Interstate Highway 20 to Barwick Drive. As part of the development of the 1999, 2000, 2004 and 2005 Transportation Improvement Program, TxDOT approved additional funding and increased scope of work necessary for the construction of the Congestion Mitigation and Air Quality Improvement project (CMAQ). On February 28, 2006, via M&C (C-21317), Council authorized the award of an engineering agreement to Dunaway Associates, L.P., (City Secretary Contract No. 33325). This Amendment Number 1 to the project consists of: • Investigation of Additional Alternatives for Intersection Layout; • Further determination of Traffic Volumes; • Design of Water and Sewer Adjustments and Relocations; • Coordination of Roadway Design with Franchised Utilities; and • Surveying and the preparation of Documents for acquisition of additional Right-of-Way. Such items as described are beyond the limits defined in the initial Project Scope. Dunaway Associates, L.P., proposes to perform the additional necessary surveying and design work for a lump sum fee of $31,025.00. City Staff considers this fee to be fair and reasonable for the scope of services proposed. This project is located in COUNCIL DISTRICT 3, Mapsco 89K.
