COUNTY OF TARRANT §
WHEREAS, the City of Fort Worth (City) and HDR Engineering, Inc.
(Engineer) made and entered into City Secretary Contract No. 35500 (the
Contract) which was authorized by the City Council by M&C C-22162; and
WHEREAS, the Contract involves engineering services for the following
project:
Storm Water Utility Project
Tony's Creek Detention Rehabilitation Study
WHEREAS, it has become necessary to execute Amendment No. 1 to
said Contract to include an increased scope of work and revised maximum
fee;
NOW THEREFORE, City and Engineer, acting herein by and through
their duly-authorized representatives, enter into the following agreement
which amends the Contract:
1.
Article I of the Contract is amended to include the additional
engineering services and provide additional contract time as specified in a
proposal letter dated August 6, 2007, a copy of which is attached hereto and
incorporated herein. The cost to City for the additional services to be
performed by Engineer total $24,780.00.
2.
Article II of the Contract is amended to provide for an increase in the
maximum fee to be paid to Engineer for all work and services performed
under the Contract, as amended, so that the total fee paid by the City for all
work and services shall not exceed the sum of $57,090.00.
3.
All other provisions of the Contract, which are not expressly amended
herein, shall remain in full force and effect.

Dear Mr. Argomaniz:
HDE Engineering, Inc. is requesting the following additional scope and fee.for the 2006
Storm Water Program-Tony's Creek Detention Rehabilitation Project.

Request for Additional Services:
After meeting and discussions with the City of Fort Worth's staff on July 11, 2007, it has
been determined that HDR Engineering will require the following additional services to
meet the City's needs on the Storm Water Utility Project - Tony' Creek Detention
Rehabilitation. These requested additional services will be in additional to the current
City and HDR signed agreement of July 5, 2007.
Scope of Services & Fees:
Field survey, cross-sections and mapping of this portion of Tony's Creek to
represent the existing 3 — 12' x 10' box culverts at N.E. 291h Street. These
sections will be taken from N.E. 281h Street (S.H.'183) to N.E. 29'h Street at 0 1

foot intervals and be approximately 100-feet in width. The total number of cross-
sections will be ten. These sections will be used in the hydraulic modeling of the.
upstream portion of Tony's Creek from the detention pond.
1. Field survey & office work mapping @ lump.sum = $5,500
• Hydraulic modeling of this potion of Tony's Creek that will be required for the
preparation and submittal to the Federal Emergency Management Agency
(FEMA) of the Tony's Creek"Letter-of Map Revision" (LOMR). This will include:
- Acquisition and coordination of existing hydraulic and hydrologic models.
1. Project Manager 2 hours x$195 per hour=$390
2. Professional 4 hours x$125 per hour=$50-0
3. Technical Support 4 hours x$ 70 per hour=$280
4. Clerical 2 hours x$ 60 per hour= $120
- Addition of surveyed cross.sections to hydrologic model.
1. Project Manager 4 hours x$195 per hour= $780
2. Professional 8 hours x $125 per hour= $1,000
3. Technical Support 2-hours x$ 70 per hour= $140
4. Clerical 2 hours x$ 60 per hour= $120
- Re-delineation and potential mitigation.if there are negative impacts to creek.
1. Project Manager 2 hours x$195 per-hour= $390
2. Professional 4 hours x $125 per hour= $500
3. Technical Support 2 hours x$ 70 per hour= $140
4. Clerical 2 hours x$ 60 per hour=$120
Preparation & creation of report, forms and exhibits for-LOMR submittal. This
includes additional coordination with FEMA.

2. Professional 32 hours x$125 per hour=$4,000
3. Technical Support 32 hours x$ 70 per hour= $2,240
4, Clerical 10 hours x$ 60 per hour=$600

HEARING:
SUBJECT: Authorize Execution of Engineering Agreement with HDR Engineering, Inc., for the Tony's Creek
Detention Rehabilitation Study (Project No. 00486) and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the transfer of$37,157.00 from the Storm Water Utility Fund to the Storm Water Capital Projects
Fund;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Storm
Water Capital Projects Fund in the amount of$37,157.00; and
3. Authorize the City Manager to execute an engineering agreement with HDR Engineering, Inc., in the
amount of$32,310.00 for the Tony's Creek Detention Rehabilitation Study.
DISCUSSION:
The Storm Water Management Program was established to reduce flooding in Fort Worth, preserve streams,
minimize water pollution and to operate the storm water system in a more effective manner to fully comply
with state and federal regulatory requirements. This will be accomplished by infrastructure reconstruction
and system maintenance, master planning, enhanced development review, and increased public education
and outreach.
Tony's Creek Detention Pond is a City-owned facility which has deteriorated due to erosion and parking lot
runoff.
The scope of the project includes the preparation of a drainage study that will provide recommendations for
the necessary improvements to Tony's Creek Detention Pond which has deteriorated due to erosion and
surface runoff.
HDR Engineering, Inc., proposes to perform the necessary study work for a lump sum fee of
$32,310.00. City Staff considers this to be fair and reasonable for the scope of services proposed.
In addition to the contract amount, $4,847.00 is required by the Engineering Department for project
management.
HDR, Engineering, Inc., is in compliance with the City's M/WBE Ordinance by cornmitting to-26 percent
M/WBE participation. The City's goal on this project is 15 percent.

This project is located in COUNCIL DISTRICT 2.
FISCAL INFORMATION/C RTIFICATION:
The Finance Director certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance, funds willbe available in the current capital budget, as appropriated, of the
Storm Water Capital Projects Fund.
