AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANT CAPITAL PROJECTS FUND IN THE AMOUNT
OF $169,662.93, UPON RECEIPT OF EQUIPMENT FROM THE DOMESTIC
NUCLEAR DETECTION OFFICE, FOR THE PURPOSE OF PROTECTING AGAINST
RADIOLOGICAL/NUCLEAR MATERIAL IN THE NORTH TEXAS REGION;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2011 -2012 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grant
Capital Projects Fund in the amount of $169,662.93, upon receipt of equipment from the Domestic Nuclear
Detection Office, for the purpose of protecting against radiological/nuclear material in the North Texas
Region.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 19911 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Accept Donation from the U. S. Domestic Nuclear Detection Office for Radiation Detection Equipment
Valued at Approximately $169,662.93 for Use by the Police Department's Emergency Preparedness
Incident Command Unit and Adopt Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Accept donation from the U. S. Domestic Nuclear Detection Office for the following Equipment for use
by the Police Departments Emergency Preparedness Incident Command Unit: seven ICX identiFINDER
NGH RID Kits and seventy -one D -tect mini rad -D Personal Radiation Detectors valued at approximately
$169,662.93; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grant Capital Projects Fund by $169,662.93 upon receipt of the equipment.
DISCUSSION:
The U. S. Domestic Nuclear Detection Office (DNDO) has joined with the Fort Worth Police Department to
increase law enforcement's ability to respond to events involving radioactive material in the North Texas
Region. The benefit of protecting the North Texas Region from a radiological /nuclear threat is obvious.
This Program was developed from a joint partnership with the Dallas and Arlington Police Departments
and a cooperative effort of the Fort Worth Police Department and the Fort Worth Fire Department. The
DNDO has provided an initial cache of equipment for these agencies. The equipment will alert personnel
in the field to the presence of radioactive material and help them to quickly determine if that radioactive
material is a threat or emitting from a legal and safe source. Currently, the Fort Worth Police Department
has no independent capability for the detection of radioactive materials. This equipment will give the
Department that capability which will better allow us to protect the citizens of Fort Worth and the Region.

FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendation,
receipt of the equipment and adoption of the attached appropriation ordinance, funds will be available in
the current operating budget, as appropriated, of the Grant Capital Projects Fund. The Police Department
will be responsible for collection of equipment due to the City.
