DISCUSSION: On June 3, 2003, (M&C G-13989) the City Council adopted the Trinity River Vision Master Plan as a -guide for future development along the Trinity River and its major tributaries. The vision of the master plan is to preserve and enhance the river and its corridors -so they remain essential greenways for open space, trails, neighborhood trail connections, wildlife corridors, and special recreation areas. The master plan recommends increased connections to adjacent neighborhoods and parks throughout the City to maximize access to the Trinity River Trail System. Additionally, the City has received a total of $1,660,173.00 in funding appropriations through the Surface Transportation Grant from the Federal Highway Administration for the development of neighborhood trail connections to the Trinity River Trail System. The Foster / Kellis Park connections and the Trail Study have been completed and a balance of $1,458,762.50 is available for design and construction of high priority neighborhood trail connections. On June 6, 2005; (M&C C-20829) City Council authorized the City Manager to execute a contract with Schrickel, Rollins and Associates, Inc., (SRA) in the amount of $82,000, to perform an overall Trail Study within the City of Fort Worth, This Study culminated in a prioritization matrix indicating the highest priority trail connections in the City. This Trail Study, completed in October 2006, identified the Trail Drivers Park Trail Linkage as a high priority connection to link the Diamond Hill neighborhood to the Trinity River Trail System. SRA has submitted a proposal in the amount of $110,650 for the production of construction documents for the Trail Drivers Park Neighborhood Trail Connection. Staff considers this fee to be fair and reasonable for the scope of services proposed. M/WBE -Schrickel, Rollins and Associates, Inc., is in compliance with the City's MWBE Ordinance by committing to 15 percent participation. The City's goal on this project is 15 percent. http://www. cfwnet. org/councilacket/Reports/mcrint. asp 7/17/2007 Page 2 of 2 Trail Drivers Park is located in COUNCIL DISTRICT 2.
