AMENDMENT to CITY SECRETARY CONTRACT N0.36559 WHEREAS, the City of Fort Worth (City) and SecureWorks, Inc.(Contractor) made and entered into City Secretary Contract No. 36559 (the "Contract"), which was authorized by the Fort Worth City Council via M&C C-22631 on January 22, 2008; and WHEREAS, the Contract involves services for Enterprise Security Monitoring, Intrusion Prevention, Firewall Management, Vulnerability Scanning and Threat Intelligence Services; and WHEREAS, it has become necessary to amend the Contract to Renew the term of performance and to amend the amount of fees under the Contract. NOW THEREFORE, City and Contractor, acting herein by and through their duly authorized representatives, do hereby agree to amend to the Contract as follows: 1. The term for the Contract shall be a Renewal Term ("Renewal") and shall begin on January 22, 2010 and shall expire on March 4, 2011. The Contract may be renewed for one (1) or more additional terms of one (1) year each upon the mutual agreement of the parties. 2. The Order Information foam attached hereto as Exhibit "A" shall govern the fees, pricing and payment terms for this Renewal in accordance with Section 5 of the Contract. WORTH, TX Please return signed agreement by t 1l2012009. i��.-� t Page ? of 2 Page I of 2 • i •III T0111111• DATE: Tuesday, January 2612010 LOG NAME: 60SECUREWORKS INC REFERENCE NO.: **C-24042 SUBJECT: Authorize the Execution of a Renewal and Amendment of an Agreement with SecureWorks, Inc., for Enterprise Security Monitoring, Intrusion Prevention, Firewall Management, Vulnerability Scanning and Threat Intelligence Services for the Water Department Network Infrastructure for an Amount Not to Exceed $109,759.55 RECOMMENDATION: It is recommended that the City Council authorize the City Manager to execute a renewal and amendment to an agreement with SecureWorks, Inc., for enterprise security monitoring, intrusion prevention, firewall management, vulnerability scanning and threat intelligence services for the Water Department network infrastructure for an amount not to exceed $109,759,55, DISCUSSION: Following the terrorist attacks of September 11, 2001, President George W. Bush signed House of Representatives Bill 3448, the Public Health Security and Bioterrorism Response Act of 2001, on June 12, 2002, requiring community water systems serving a population of 3,300 or more to assess the vulnerability of their systems to a terrorist act or other intentional acts intended to substantially disrupt the ability of the system to provide a safe and reliable source of drinking water by March 31, 2003. To meet the requirements of this Act, the City of Fort Worth Water Department contracted with CH2M Hill to conduct a vulnerability assessment of its water and wastewater facilities. One of the recommendations generated from the assessment was to improve cyber security to protect the technology that operates the utility. To this end, the Water Department enhanced the Water IT network infrastructure between 2003 and 2007 and further strengthened the environment with a contract for a managed security service which was authorized in January 2008, (M&C C-22631) for a two year term. Staff recommends renewal of the contract. The managed security service agreement with SecureWorks, Inc., provides enhanced security for the network and information infrastructure environment for the City of Fort Worth Water Department's critical technology. It allows proactive IT security analysis and cost effective management of the IT platform assets, while preventing and predicting problems before they occur. SecureWorks, Inc., managed security services allow the Water Department to better align its technology security efforts with business risk to have greater security operations efficiency and improved compliance. SecureWorks, Inc., will monitor and analyze security infrastructure components such as firewalls, secure connectivity, intrusion detection and anti -virus systems 24 hours/7 days a week. Additionally, SecureWorks, Inc., will manage security policies and analyze data generated for indications of security risks and potential problems and provide prevention, remediation and recovery of Information Technology vulnerabilities and incidents. The SecureWorks, Inc., processes tightly integrate with the Water Department's current infrastructure and provide continuous incident watch and response services, event reporting, resolution, change management and reporting functionality, which address the gap identified in the vulnerability study, moving the Water Department's cyber security into compliance with House of Representatives Bill 3448. ADMINISTRATIVE AMENDMENT - An increase or administrative amendment for this Agreement may be made by the City Manager, or his designee, for an amount up to $25,000.00 and does not require specific City Council approval so long as sufficient funds have been appropriated. http://apps.cfwnet.org/ecouncil/printmc.asp?id=12971&print=true&DocType=Print 1/26/2010 Page 2 of 2 M/WBE - A waiver of the goal for M/WBE subcontracting requirements was requested by the Water Department and approved by the M/WBE Office because the purchase of goods or services is from sources where subcontracting or supplier opportunities are negligible. TERM - The renewal term shall begin on January 22, 2010, and expire March 4, 2011. RENEWAL OPTIONS - This Agreement may be renewed for up to three additional one year terms at the City's option. This action does not require specific City Council approval provided that the City Council has appropriated sufficient funds to satisfy the City's obligations during the renewal term.
