HomeMy WebLinkAboutResolution 5106-06-2019 A Resolution NO. 5106-06-2019 AUTHORIZE APPLICATION FOR AND ACCEPTANCE OF, IF AWARDED, THE INTERNET CRIMES AGAINST CHILDREN GRANT PROGRAM, FY 2020 FROM THE OFFICE OF THE GOVERNOR, PUBLIC SAFETY OFFICE, CRIMINAL JUSTICE DIVISION; AND MAKING ASSURANCES REQUIRED BY THE CRIMINAL JUSTICE DIVISION OF THE GOVERNOR'S OFFICE WHEREAS,the Criminal Justice Division of the Texas Governor's Office (CJD) funds law enforcement grant projects throughout the state; and WHEREAS, July 1, 2019 is the deadline to submit an application for the CJD Fiscal Year 2020 Internet Crimes Against Children Grant Program; and WHEREAS, the City Council of the City of Fort Worth finds that it is in the best interest of the citizens of Fort Worth to utilize grant funds from the CJD for the Fort Worth Police Department in accordance with the permitted uses of the funds under the respective grant; and WHEREAS,the CJD grant requirements include authorization of application by the governing body of the applicant and passage of a Resolution by the City Council containing certain assurances; and WHEREAS, further council action will be required for the appropriation of funds for these grants at a later date. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS, THAT: 1. The City Council authorizes applications for, and acceptance of, if awarded, the following grant from the Office of Governor, Public Safety Office, Criminal Justice Division: Internet Crimes Against Children Grant Program, FY 2020; 2. The City Council designates the City Manager, through the Assistant City Manager for Police, to apply for, accept, reject, alter or terminate each listed grant on behalf of the City; 3. If matching funds are required,the City assures that all matching funds will be provided; and 4. In the event of loss or misuse of the CJD grant funds, the City assures that the funds will be returned to the CJD in full. ADOPTED THIS 25th day of June, 2019. RECOMMENDATION: It is recommended that the City Council: 1. Authorize the application for and acceptance of, if awarded, the Internet Crimes Against Children Grant Program, FY 2020 from the Office of the Governor, Public Safety Office, Criminal Justice Division, in an amount up to $175,000; and 2. Authorize the execution of a Grant Agreement with the State of Texas, Office of the Governor, Public Safety Office, Criminal Justice Division for the Internet Crimes Against Children Grant Program; and 3. Adopt the attached Resolution for acceptance of grant funds in an amount up to $175,000 and to make assurances as required by the State of Texas, Office of the Governor, Criminal Justice Division. DISCUSSION: The Internet Crimes Against Children (ICAC) Grant Program is for projects that develop an effective response to technology-facilitated child sexual exploitation and internet crimes against children that encompass forensic and investigative components, training and technical assistance, victim services, and community education. State funds are authorized under the Texas General Appropriations Act, Article I, Rider 19 for Trusted Programs within the Office of the Governor, Public Safety Office, Criminal Justice Division for the Internet Crimes Against Children (ICAC) Grant Program FY 2020. The Fort Worth Police Department, Crimes Against Children Unit will apply for program funding in an amount not to exceed $175,000 in eligible grant expenses including but not limited to personnel, software, supplies, wireless hot-spot units and training. Matching funds are not required under this Program. The funding type is reimbursable. Indirect cost is an eligible expense. The Police Department is responsible for requesting all funds due to the City. Prior to an expenditure being made, the Police Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
