AMENDMENT NO. 2 TO AGREEMENT
STANDARD AGREEMENT FOR PROFESSIONAL SERVICES
PIONEER TOWER REHABILITATION

COUNTY OF TARRANT
WHEREAS, The City of Fort Worth and Elements of Architecture, Inc. (Consultant)
made and entered into City Secretary Contract No. 50942 (The Contract) which was
authorized by the City Council by M&C C-28724, the 6th day of June 6, 2018, for
Pioneer Tower Rehabilitation; and
WHEREAS, further amendment is necessary to reimburse the Consultant as part of the
design services agreement for additional structural review and evaluation.
NOW THEREFORE, City and Consultant, acting herein by and through their duly
authorized representatives, enter into the following agreement which amends the
Contract:
1.
Article I — Scope of Services, Paragraph (3) shall be added to read as follows:
(3) Provide additional design services for the analysis of the scaffolding to install a
fabric wrap. The cost of this additional service is $875.00 plus $0.00 in
reimbursable expenses. The scope of services is described more fully in
Elements of Architecture Letter dated June 5, 2019, subject: "Proposal for
Architectural/Engineering Services, Pioneer Tower Rehabilitation, Additional
Services —Scaffolding Design Review—Add Services 02".
And
Provide additional design services for the analysis of the existing distressed stone.
The cost of this additional service 'is $3,400.00 plus $0.00 in reimbursable
expenses. The scope of services is described more fully in Elements of
Architecture Letter dated June 5, 2019, subject: `Proposal for
Architectural/Engineering Services, Pioneer Tower Rehabilitation, Additional
Services—Tower Stone Failure—Add Services 03".

Article II — Compensation, first paragraph, is amended as follows:
"Consultant shall be compensated in accordance with the Fee Schedule shown
in Attachment "A". Payment shall be considered full compensation for all labor,
materials, supplies, and equipment necessary to complete the services
described in Attachment "A". However the total fee paid by the City shall not
exceed a total of$192,347.00 unless the City and the Consultant mutually agree
upon a fee amount for additional services and amend this Agreement
accordingly."
3.
All other provisions of this Contract which are not expressly amended herein shall
remain in full force and effect.

Additional Services-Scaffolding Design Review-Add Services 02
Dear Ronnie;
Elements is pleased to provide to you this proposal for A/E services associated with the review and analysis of the existing
scaffolding at the Pioneer Tower for the possible installation of banner/wraps as proposed by the Kimball Museum. RLW
will review design by the original scaffolding engineer and impacts to the building. We would require the engineer's
calculations of wind loading showing how the addition of the wrap impacts the building for RLW to perform this review. Our
deliverable will be in the form of a letter of recommendation and will follow within a week of getting the required information.
PROPOSED FEE
We propose to provide our services as identified in this proposal for the fees as defined below:
Architectural-Elements $ 325.00
Structural Engineering-RLW 1500 x 1.1) $ 550.00
Total Project $ 875.00
PROJECT TEAM
RL Woods will be providing structural engineering. All firms are SBE certified firms.

Dear Ronnie;

distressed natural stone watertable located just below the brick that fell previously this winter. We understand that the City
desires an investigation of this condition to determine if that are any structural deficiencies in the support of the stone which
maybe have caused the distress. We will review these conditions and make recommendations for repair. Our deliverable
will be in the form of a letter of findings and recommendations. We have assumed that only structural engineering in
addition to architectural will be required for this task.
PROPOSED FEE
We propose to provide our services as identified in this proposal for the fees as defined below:
Architectural-Elements $ 650.00
Structural Engineering-RLW(2500 x 1.1) $2,750.00
Total Project $ 3,400.00

Reference: Evaluate Distress to Stone Veneer
Will Rogers Memorial Center -Pioneer Tower
Fort Worth,TX.
Dear Ms. Fulwiler:
As requested by the City of Fort Worth, we are providing this proposal as an additional service on the
Pioneer Tower Project. We understand that the band of natural stone located just below the brick on the
tower, has experienced distress to the stone veneer and that the City desires an investigation to determine
if there are structural deficiencies in the support of the stone which may be causing the noted distress or if
the distress is related to non-structural causes(such as water intrusion). Based on our understanding of
the project,we propose the following scope of services and compensation:
I. SCOPE—DOCUMENTATION AND ANALYSIS
A. Review any available drawings detailing the attachment and support of the stone veneer.
B. Perform a site visit to observe and document distress.
C. Report findings and provide recommendation for repair if structural deficiencies are identified.
II. LIMITATION OF SCOPE
The scope of our services does not include any other services not specifically listed in the scope of
services above.
III. PROPOSAL ASSUMPTIONS:
A. We plan to perform our services between 8:00 am and 5:00 pm on weekdays.
IV. COMPENSATION:
We propose to perform these services for a stipulated sum of$2500. This proposal is valid for projects
initiated within 90 days from date of this proposal.
