WHEREAS, the City of Fort Worth (City) and CH2M Hill, Inc.,
(Engineer) made and entered into City Secretary Contract No. 28977, (the
Contract) which was authorized by the City Council by M&C C-19675 on the
29th day of July 2003 and subsequently revised by three previous
amendments; and
WHEREAS, the Contract involves engineering services for the
following project:
Southside II Water Transmission Main from Rolling Hills
Treatment Plant to the Crowley Road/Risinger Road
Intersection.
WHEREAS, it has become necessary to execute Amendment No. 4 to said
Contract to include an increased scope of work and revised maximum fee;
NOW THEREFORE, City and Engineer, acting herein by and through their
duly authorized representatives, enter into the following agreement which
amends the Contract.
1.
Article I, of the Contract is amended to include the additional
engineering services specified in M&C C-22602, adopted by the City
Council on the 8th day of January, 2008, and further amplified in a
proposal letter dated November 8, 2007, copies of which are both attached
hereto and incorporated herein. The cost to City for the additional
services to be performed by Engineer total $44,940.00.

The purpose of this letter is to request authorization for additional funding to complete the
Southside II Water Transmission Main (WTM) Project as described in the amount of $44,940.
The additional funding is needed to address changes in the Project and bring it to
completion. The amendment is summarized in the following paragraphs and broken out in
detail in Attachment 1, enclosed.
Project History
This project has gone through several iterations due to City funding constraints, property
ownership changes and construction of new facilities along the pipeline route that impacted
alignment, phasing and project schedule.
Our original contract amount for $613,949 was authorized in 2003 and included engineering
fees to package the transmission main into three (3) bid packages that would be advertised
and awarded at one time. The original design for these packages was completed in July of
2005.
Amendment No. 1 in the amount of $8,700 was authorized in October, 2004 to perform
surge analysis of the pipeline to size and locate the appropriate air valves along the pipeline.
This work was completed in July of 2005.
Amendment No. 2 in the amount of $246,539 was authorized in early 2006 and divided the
project into four (4) bid packages. It also included a re -alignment of the transmission main
along the future Risinger road, additional survey and easement preparation, and design of
approximately 8,400 feet of small diameter distribution pipe along Risinger Road, Crowley
Road, and I-35.

Amendment No. 3 in the amount of ?87,110 was authorized in June 2007. Due to funding
constraints, the amendment further divided the project into five (5) bid packages and
included revising drawings to incorporate butterfly valves in lieu of gate valves.
Request for Additional Services
The following outlines the need for additional services required to complete the design of
the Southside II WTM,
Part 2 Utility Conflicts
Part 2 is the last of the five parts to bid. The project has been advertised and the bid opening
was scheduled for September 27, 2007. The bid opening has been postponed until
November 8, 2007 due to two utility conflicts.
The first utility conflict consists of approximately 1,400 ft of existing AT&T fiber optic along
Oak Grove Road between Everman and Joel East. CH2M HILL had proposed to avoid this
conflict by aligning the transmission main outside of the right-of-way in this stretch. In early
2006, direction was provided by the City to re -align the pipe inside the right-of-way in order
to avoid the need to procure easements. At this time, alignment discussions were held with
the City to determine if the pipe should be aligned such that the fiber would have to be
relocated and/or protected in place or to align the pipe inside Oak Grove Rd. Because Oak
Gove is a high traffic, narrow, two lane, two way road it was decided to relocate and/or
protect in -place the fiber as necessary in lieu of placing the pipe inside the roadway and
impeding traffic. All subsequent drawing reviews have identified the conflict with the fiber
and noted for it to be relocated and/or protected in -place. No comments were received by
the City indicating an objection to the proposed alignment.
After Part 2 was advertised, the City requested CH2M HILL re-evaluate possible alignments
to avoid the fiber. Two options to be considered include 1) align the pipe outside of the
right-of-way as originally proposed and 2) align the pipe on the East side of Oak Grove to
avoid easements and existing utilities.
The second conflict on Part 2 occurs north of Joel East Road with the Paving, Sanitary Sewer,
and Drainage Improvements for Carter Distribution Center project, DOE No. 5542. This
project includes a 604nch storm drain and storm water impoundment ponds that conflict
with approximately 1,000 feet of the proposed 544nch WTM. The Carter Distribution
Center project has already been awarded. Coordination with the design engineer for the
new improvements will be necessary to coordinate the proposed 544nch WTM, proposed
604nch storm drain, widening of Oak Grove Road, as well as existing utilities so the
pipeline can be located in a location that is conducive for future operations and maintenance
of the pipeline.
As part of the Carter Distribution Center project, the Transportation and Public Works
Department (T/PW) has developed preliminary plans for the widening of Oak Grove Road

between Everman and Alta Mesa. The road will be expanded from a two lane, two way,
undivided road to a four lane, two way road divided by a median. CH2M HILL has
requested electronic files of the future roadway plans from T/PW. We will coordinate any
realignment with these plans.
Once an alignment is approved, the Storm Water Prevention Pollution Plan (SWPPP) and
traffic control drawings for Part 2 will be revised. Additional services are required for
realignment of the WTM and to revise the SWPPP and traffic control drawings for Part 2.
Part 3 Easement Preparation
Parcel 4 and Parcel 5 of Part 3 were submitted to the City for execution in July of 2004. Since
then, the property has been re -platted and the City has requested CH2M HILL prepare
revised easements. CH2M HILL requests additional services to revise the easements.
Surge Analysis
CH2M HILL was requested to revise our surge analysis based on an updated distribution
system model provided by the City. The surge analysis was originally completed in 2005 as
part of Amendment No.1. The updated model included increased demands from the
Southside II WTM based on additional tie-ins. As a result of the revised analysis, the
quantity of combination air/vacuum release valves (CARVs) was reduced on the overall
project from 18 to 9.
The City has requested we reflect the removal of the CARVs in the project mylars submitted
to the City. CH2M HILL requests additional services for the revised surge analysis and
removal of the CARVs from the design for all five parts.
Reproduction Services
The City has requested CH2M HILL deliver eight sets of half size drawings per Part to assist
City staff during construction. The half size sets are to include a scanned copy of the
original cover signature sheet and all drawings that were reissued by addenda.
The City has also requested an additional 5 sets of full size drawings and contract
specifications for Part 2 (in addition to the 45 already furnished) to sell during Bid Phase.

Agreement with CH2M Hill, Inc., for Southside II Water Transmission Main from Rolling Hills
Treatment Plant to the Crowley Road/Risinger Road Intersection (City Project No. 00303)
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute Amendment No. 4 to City
Secretary Contract No. 28977, an Engineering Agreement with CH2M Hill, Inc., for Southside II Water
Transmission Main from Rolling Hills Treatment Plant to the Crowley Road/Risinger Road Intersection (City
Project No. 00303), in the amount of $44,940 to provide additional engineering services on the project,
thereby increasing the contract amount to $1,015,799.
DISCUSSION:
On July 29, 2003, (M&C C-28977) the City Council authorized the City Manager to execute an agreement
with CH2M Hill, Inc., in the amount of $613,449 for the design of Southside II Water Transmission Main
from Rolling Hills Treatment Plant to the Crowley Road/Risinger Road intersection.
The project includes design for the installation of a 48-inch water main on Risinger Road from Crowley
Road to Oak Grove Road Cl"d a 54-inch water main on Oak Grove Road from Everman Road to the Rolling
Hills Water Treatment Plant.
The agreement was subsequently revised by three previous amendments totaling $357,410 as follows:
• Amendment No. 1 (administratively approved by the City Manager on November 4, 2004) in the amount of
$8,700, provided for a surge modeling analysis for protection of the water main;
• Amendment No. 2 (M&C C-21177, December 6, 2005) in the amount of $259,600, provided for
realignment of the 48- and 54-inch water mains in order to accommodate the alignment proposed for the
future Risinger Road and to also avoid conflicts with previously unknown and recently installed private
utilities within the project area; and
• Amendment No. 3 (M&C C-22102, May 8, 2007) in the amount of $89,110 provided for incorporation of
butterfly valves in lieu of gate valves on the project along with additional survey and easement preparation
on the project.
Amendment No. 4 will provide the necessary additional engineering services for the realignment of a
segment of the 54-inch water main which is in direct conflict with an AT&T fiber optic cable. The
amendment will also allow for additional survey, easement preparation and additional surge modeling
analysis on the project.
CH2M Hill, Inc., proposes to provide the necessary additional engineering services for a lump sum fee of
$44,9400 Staff considers this amount to be fair and reasonable.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that funds are available in the current capital budget, as appropriated, of the
Water Capital Projects Fund.
