IO (No M&C Needed) COUNTY OF TARRANT $ WHEREAS, the City of Fort Worth (City) and Neel -Schaffer, Inc., (Engineer) made and entered into City Secretary Contract No. 35439, (the Contract) which was authorized by the City Council by M&C C-22156 on the 5th day of June 2007; and WHEREAS, the Contract involves engineering services for the following project: Engineering Design Services: Expanding Study on Grassland Court Drainage Improvements, Project No. 00479; DOE No. 5419 WHEREAS, it has become necessary to execute Amendment No. 1 to said Contract to include an increased scope of work and revised maximum fee; NOW THEREFORE, City and Engineer, acting herein by and through their duly authorized representatives, enter into the following agreement which amends the Contract. 1. Article I of the Contract is amended to include the additional engineering services speced in a proposal letter dated September 26,2007, a copy of which is attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer total $14,600.00. 2. Article II of the Contract is amended to provide for an increase in the maximum fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall not exceed the sum of $77,390.00. (NSI) offers additional Professional Engineering Services for this project. These additional services are required due to the expanding study on Grassland Court as discussed most recently on September 14, 2007. This Engineering Services Contract Amendment includes a detailed scope of additional services attached to this letter. NSI proposes to provide the attached scope of additional services for the lump sum of $14,600.00. All additional services proposed will be performed in accordance with the original contract dated June 22, 2007. A portion of this work will be completed by ANA Consultants our M/WBE Subconsultant. Their share will be 41.10% or $6,000.00, This Amendment, consisting of one page; and the attached Additional Scope of Services, consisting of two pages, represent the entire amendment to the original agreement between the City of Fort Worth and Neel -Schaffer, Inc. If the terms of this Amendment are acceptable, please execute both copies and return one to our office to begin the additional services. The original project was described as flooding on Grassland Court from a large linear open area of about 20 acres that drains from the north and east towards Grassland Court. From Grassland Court, a Swale drains to a culvert under Crosswind Drive located behind the houses on the south side of Grassland Court. The swale that wrapped around the cul-de-sac was to be investigated for draining the open area. After collecting data on this area, performing hydrologic and hydraulic calculations, and preparing exhibits; it was noted that significantly more area drains to this culvert than was included in the original scope. Two existing closed drainage systems from Skylake (at Quail Ridge and Woodside Hill) outfall into the open area and the swale. Additionally a future closed drainage system is planned from Skylake (at Westwind). Because the existing streets that intersect Skylake (Quail Ridge, Woodside Hill and Westwind) are steep, it is likely that storm water may bypass the two existing and one future storm drain systems and flow into the swale overland between houses. Therefore it will be necessary to perform street, inlet and storm drain calculations on these four streets. During a meeting with residents about the ongoing Transportation &Public Works emergency clearing and channelization project it was learned that flooding has occurred on multiple occasions downstream of Crosswind Drive. Therefore it is necessary to extend the study downstream through the culvert at Crosswind all the way to Eagle Mountain Lake. The total study area has increased from about 20 acres to about 90 acres. Additionally it was proposed to split up the Grassland Court study from the Academy Boulevard study and prepare each as independent submittals. Upon receipt of an executed amendment, the Engineer will perform the following tasks: • Attend a maximum of three coordination meetings onsite dealing with the ongoing emergency clearing and channelization project. • Add surrounding streets (portions of Skylake, Quail Ridge, Woodside Hill and Westwind) and their drainage systems to the study. • Extend the study downstream through the Crosswind culvert and to its outfall into Eagle Mountain Lake. An assumption of free outfall has been made for this culvert. Mitigating water from from the lake is not included in this study. 9/26/2007 P:Uobs\6638 - FW Drainage -Grassland & Academy\Admin\Contract\Amendment 1\Additionai Scope for Amendment l.doc Page I of 2 • Collect additional data on the two existing storm drain systems and the one future storm drain system that discharge into the channel. Collect additional data on the two 36" culverts that drain under Crosswind Drive to the lake. • Perform one additional site visit to review the offsiLe contributing areas and systems. • Survey the inlet tops and outfall0 of the two existing storm drain systems, and the existing culvert. • Develop hydrologic models of the additional study areas including an expanded drainage area map and the required parameters to determine the 100-year rational method drainage calculations. • Update hydraulic calculations based on expanded study area. Develop a hydraulic model using a Manning solution of a combination of a closed system and an open system as improvements for the study area that will contain the 100-year discharge from the Crosswind Drive culvert upstream to a point near the Quail Ridge outfall. It will have a headwall to capture the flow from the open area north and east of Grassland Court. The system will carry the capacity flow from the existing system in Quail Ridge and the 100 year flow from the open area at the upstream headwall. The Quail Ridge system will be extended and connected to this proposed system at a manhole. The proposed system will extend slightly farther upstream to capture the open area. The future system in Westwind will be extended and will carry the capacity flow to another manhole. Local and overflow storm water between these two manholes will be carried in a swale (above the closed system) and captured in a drop inlet. The flow from the Woodside Hill system will be captured similarly. The remaining flow in the open area will be captured in another drop inlet upstream from the culvert. Next the flow in Crosswind will be captured in additional inlets near the low point. It may be necessary to put a storm drain system in Crosswind to avoid having all of the storm water collecting near the low point at the culvert. Finally the culvert will be improved to carry the discharge in conjunction with another swale from Crosswind to the lake. The City's two -foot topographic data will be used to generate grades for the system. • Generate conceptual cost opinions and exhibit. • Provide results of analysis in a brief letter report. 9/26/2007 P:Uobs\6638 - FW Drainage -Grassland & Academy\Adn�i\Contract\Amendment 1\Addi[ional Swpe for Amendment l.doc Page Z of 2 City of Fort Worth, Texas Mayor and Council Communication SUBJECT: Authorize Execution of Engineering Agreement with Neel Schaffer, Inc., for the Academy Boulevard Culvert Improvements and Grassland Court Drainage Improvements Study (Projec# No. 00479) and Adopt Appropriation Ordinance RECOMMENDATION: It is recommended that the City Council: 1. Authorize the transfer of $72,209.00 from the Storm Water Utility Fund to the Storm Water Capital Projects Fund; 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Storm Water Capital Projects Fund in the amount of $72,209.00; and 3. Authorize the City Manager to execute an engineering agreement with Neel Schaffer, Inc., in the amount of $62,790.00 for Academy Boulevard Culvert Improvements and Grassland Court Drainage Improvements Study. DISCUSSION: The Storm Water Management Program was established to reduce flooding in Fort Worth, preserve stream, minimize water pollution and to operate the s#orm water system in a more effective manner to fully comply with state and federal regulatory requirements. This will be accomplished by infrastructure reconstruction and system maintenance, master planning, enhanced development review, and increased public education and outreach. The scope of this project includes the preparation of a drainage study that will provide recommendations for the necessary improvements to the Academy Boulevard Culvert and Grassland Court drainage system to allow for 100-year storm flow coverage. Neel Schaffer, Inc., proposes to perform the necessary study work for a lump sum fee of $62,790.00. City Staff considers this to be fair and reasonable for the scope of services proposed. In addition to the contract amount, $9,419.00 is required by the Engineering Department for project management. Neel Schaffer, Inc., is in compliance with the City's M/WBE Ordinance by committing to 21 percent•M/V1/BE participation. The City's goal on this project is 20 percent.
