AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
WATER AND SEWER CAPITAL PROJECTS FUND, FROM AVAILABLE FUNDS IN THE
AMOUNT OF $235,976.00, FOR THE PURPOSE OF FUNDING THE ROLLING HILLS
WATER TREATMENT PLANT FLOW METER REPLACEMENT PROJECT; PROVIDING
FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2018-2019 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Water
and Sewer Capital Projects Fund in the amount of$235,976.00, from available funds, for the Rolling Hills
Water Treatment Plant Flow Meter Replacement project.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 23392-09-2018 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Execution of an Engineering Agreement with J.Q Infrastructure, LLC., in the Amount of
$175,976.00, for the Rolling Hills Water Treatment Plant Flow Meter Replacement and Adopt Appropriation
Ordinance (COUNCIL DISTRICT 8)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Water and Sewer Capital Projects Fund in the amount of$235,976.00 from available funds; and
2. Authorize the execution of an Engineering Agreement with J.Q Infrastructure, LLC., in the amount of
$175,976.00, for the Rolling Hills Water Treatment Plant Flow Meter Replacement Project. (City
Project No. 102056)
DISCUSSION:
The project provides for the preparation of plans and specifications necessary to bid and construct four
water meter vaults, along with necessary water piping modifications, located at the Rolling Hills Water
Treatment Plant. Four pre-purchased flow meters will be installed within the meter vaults to enhance the
metering accuracy of treated water pumped from the Rolling Hills Water Treatment Plant.
In addition to the contract amount, $60,000.00 is required for project management and material testing.
This project will have no impact on the Water Department's operating budget when completed.
M/WBE Office - J.Q Infrastructure, LLC., is in compliance with the City's BDE Ordinance by committing to
30 percent SBE participation on this project. The City's SBE goal on this project is five percent.
Additionally, JQ Infrastructure, LLC is a certified M/WBE firm.
This project serves the entire City and is located in COUNCIL DISTRICT 8.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance, funds will be available in the current capital budget as appropriated, of
the Water and Sewer Capital Projects Fund. The Fiscal Year 2019 Water Operating Fund Budget includes
appropriations of$23,865,180.00 for the purpose of providing Pay-As-You-Go funding for Water Capital
Projects. After this transfer for Fiscal Year 2019, the balance will be $8,534,914.00.
