HomeMy WebLinkAboutOrdinance 23699-06-2019 Ordinance No.23699-06-2019 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS OPERATING STATE FUND, FROM AVAILABLE FUNDS IN THE AMOUNT OF $458,127.00, SUBJECT TO THE RECEIPT OF THE GRANT, FOR THE PURPOSE OF FUNDING RENTAL ASSISTANCE FOR 60 PERMANENT SUPPORTIVE HOUSING CLIENTS; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2018-2019 in the Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants Operating State Fund in the amount of$458,127.00, from available funds, for the purpose of funding rental assistance for 60 permanent supportive housing clients. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 23392-09-2018 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize acceptance of grant and the entering into contract with the Texas Department of Housing and Community Affairs for the Homeless Housing and Services funds for$458,127.00; 2. Authorize the execution of all applicable contracts; 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grant Operating State Fund in the amount of$458,127.00 upon notification of award. 4. Adopt the attached Resolution. DISCUSSION: The State of Texas provides grant funding for the Homeless Housing and Services Program (HHSP) administered by the Texas Department of Housing and Community Affairs (TDHCA) to nine municipalities with a population of 285,500 or greater, including the City of Fort Worth. The HHSP funds may be used to provide rental assistance, case management and other services or housing options to reduce homelessness. The HHSP grant funds are currently used to provide rental assistance to 60 persons for permanent supportive housing annually. The State of Texas allows municipalities to designate a sub recipient for TDHCA to contract with on behalf of the recipient of HHSP funds. In the past, the City of Fort Worth designated the United Way of Tarrant County to be the recipient of the grant. The United Way has requested to be removed as the sub recipient due to capacity. The Directions Home unit will administer the HHSP funds.A sub-grantee will continue to support the 60 permanent supportive housing clients. As clients gain self-sufficiency, this grant will enable more people currently experiencing homelessness to be housed. If accepted, grant will begin on September 1, 2019. This is a reimbursement grant. The Directions Home unit will be responsible for the verification and submission of documents for these funds. Prior to expenditure being made, the Directions Home unit has the responsibility to validate the availability of funds.
