AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
CANTRELL SANSOM ROADWAY WIDENING PROJECT IN THE AMOUNT OF
$455,900.33, FROM AVAILABLE FUNDS IN THE TRANSPORTATION IMPACT FEE
CAPITAL LEGACY FUND IN THE SERVICE AREA F PROJECT FOR THE PURPOSE OF
TRANSFERRING TO THE TRANSPORTATION IMPACT FEE CAPITAL FUND;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE
OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2018-2019 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Cantrell
Sansom roadway widening project in the amount of$455,900.33, from available funds in the Transportation
Impact Fee Capital Legacy Fund, in the service area F project for the purpose of transferring to the
Transportation Impact Fee Capital Fund.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion orjudgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 23392-09-2018 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

$455,900.33 and Adopt Appropriation Ordinance Increasing Estimated Receipts and Appropriations in the
Cantrell Sansom Roadway Widening Project from the Transportation Impact Fee Capital Fund in the
amount of$3,000,000.00 and Reduce the Fund Balance in the Service Area F Project in Both Funds by the
Same Amounts (COUNCIL DISTRICT 2)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in
the Cantrell Sansom Roadway Widening Project of the Transportation Impact Fee Capital Legacy
Fund (39008) in the amount of$455,900.33, for the purpose of making transfer to
the Transportation Impact Fee Capital Fund (30108), and reduce the fund balance in the Service
Area F project (UN9916) by the same amount; and
2. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in
the Cantrell Sansom Roadway Widening Project from the Transportation Impact Fee Capital Fund
(30108) in the amount of$3,000,000.00 from avaiable funds including transferred revenue, for the
purpose of providing funding, at least in part, for the Cantrell Sansom Roadway widening project
and reduce the fund balance in the Service Area F project (UN9916) by the same amount.
DISCUSSION:
Cantrell Sansom Road from Mark IV Parkway to IH-35W southbound frontage road is approximately 2,200
linear feet in length and identified in the City's Master Thoroughfare Plan (MTP) as a four-lane divided
neighborhood connector with sidewalks. Preliminary cost estimates for roadway widening improvements
are $4,200,000.00. For this project, Cantrell Sansom Road is divided into two segments. Segment One is
a two-lane rural asphalt roadway from Mark IV Parkway to approximately 300 feet west of Old Denton
Road. Segment Two was a developer-funded infrastructure improvement associated with the Carlsbad
Addition (City Project Number 100813). Segment Two is a two-lane urban concrete roadway from
approximately 300 west of Old Denton Road to the eastern property line of the Carlsbad development.
Segment Two requires additional right-of-way (ROW) for the northern half of the four-lane roadway and a
short roadway extension of approximately 200 feet to connect into the future IH-35W southbound frontage
road. The project is located within Transportation Impact Fee Service Area F and is eligible for
transportation impact fee funding. Currently, $3,000,000.00 is available for design, right-of-way (ROW)
and construction of these two segments. Additional funding will be necessary to cover the remaining
project construction costs, Texas Department of Transportation (TxDOT) and city staff costs and
administrative charges. Once the cost projections are solidified, staff intends to make a recommendation

to use tax notes or other available cash to fund the remaining estimated cost of$745,000.00. This
recommendation will be included in a future M&C that authorizes the associated contract with TxDOT.
Meanwhile, this action earmarks existing funds for this purpose.
TxDOT approached the City of Fort Worth with a request for funds in the amount of$7,000,000.00 to
participate in the $165,000,000.00 Mark IV Parkway interchange reconstruction and expansion project that
includes constructing the IH-35W southbound frontage road to IH-820 and running westbound for
connection to Mark IV Parkway. The interchange improvements will modernize the Mark IV connection to
IH-820 with the removal of the-cloverleaf ramps.
As TxDOT public involvement continued for the Mark IV Interchange project, requests were made to
TxDOT for the connection of Cantrell Sansom Road to the future IH-35W southbound frontage
road providing additional vehicle circulation in this area. TxDOT then reached out to the City of Fort Worth
staff to construct Cantrell Sansom Road making the connection to the future IH-35W southbound frontage
road in lieu of the previous requested $7,000,000.00 for the Mark IV Interchange project.
City staff recommends City Council support the use of transportation impact fee revenues in the amount of
$3,000,000.00 for design, ROW acquisition and construction to widen Cantrell Sansom Road from Mark IV
Parkway to IH-35W southbound frontage road. Future M&Cs will be brought forward for Council's
consideration for the award of the design services contract, ROW acquisition, and award of the
construction contract.
This project is located in COUNCIL DISTRICT 2.
A Form 1295 is not required for this contract because: This M&C does not request approval of a contract
with a business entity.
FISCAL INFORMATION /CERTIFICATION:
The Director of Finance certifies that, upon approval of the above recommendations and adoption of the
attached appropriation ordinances, funds will be available in the current capital budget, as appropriated, of
the Transportation Impact Fee Capital Fund. Prior to an expenditure being incurred, the managing
department has the responsibility to validate the availability of funds.
